[holding answer 19 October 2011]: Annual revenue funding for free schools is equivalent to that received by maintained schools and academies in the same local authority area.Guidance on the methodology used to calculate revenue funding for free schools can be found on the Department's website at:"http://www.education.gov.uk/schools/leadership/typesofschools/freeschools/a0073853/advice-on-free-school-revenue-funding-201112"The revenue funding allocated to each of the 24 open free schools for the academic year 2011/12 by the YPLA is shown in the following table (excluding site and start-up costs).
We estimate that the free schools which opened in September 2011 have over 3,000 pupils enrolled in total. Information about the number of children on roll at each school will be collected in the annual school census and published in due course.

Notwithstanding the very welcome move to bring health and social care funding together and the extra money this year, councils across the south-west are struggling with the increasing burden of social services funding, particularly for adult care. Does the Minister share my concern that services to those with lesser needs is being cut, but that that is storing up more problems for the future? Will he consider making it easier to invest to save, so that we can have important interventions now rather than later?

I understand my hon. Friend's point and I would be happy to meet her to discuss those matters in more detail. On the other hand, we need to give adequate flexibility to local authorities to prioritise their spend to reflect local needs and pressures, but I will happily discuss the matter further with her.

[holding answer 28 November 2011]: We have received many representations about funding for 16 to 19-year-olds in school sixth forms from a wide audience of interested parties, including letters from students, parents, schools and colleges, as well as from representative organisations.In 2011-12, the total funding for 16 to 19-year-olds will be over £7.5 billion, a record level. It means we can look forward to full participation in education and training among 16 and 17-year-olds by 2015. However, we have had to make unit cost savings by bringing school sixth form funding in line with colleges and reducing the requirement for the ““Curriculum 2000”” entitlement activity.We are managing these changes carefully and that is why transitional protection is in place this year to ensure that no sixth form, school or college, sees a funding reduction of more than 3% per student. Transitional protection in some form will continue to apply throughout the spending review period to help all school sixth forms adapt to the financial constraints the sector faces.

It is the responsibility of commissioners to decide how much money is allocated for specific services at a local level.The Government have made a commitment to develop a per-patient funding system for palliative care. The independent Palliative Care Funding Review, which we set up in summer 2010, was asked to make recommendations on how we can develop a per-patient funding system that encourages more community-based care, supports people to choose from whom they receive the care they need; and that will be fair to all organisations involved.The review has come up with a range of significant proposals which we now need to consider in detail. This work will be informed by local palliative care funding pilots which will collect a range of data to help test the review's recommendations. The call for expressions of interest in being a pilot site was published on 28 November 2011 and the pilots will be established from April 2012. The aim is have to have a new funding system in place by 2015.

[holding answer 5 September 2011]: Since the beginning of the academy programme, there has been a principle that academies should be funded on the same basis as maintained schools in their local area. In addition to their school budget share, Academies are paid a Local Authority Central Spend Equivalent Grant (LACSEG) to cover the costs of those services that were previously provided without charge by the local authority.Tables have been placed in the House of Libraries which detail the amount of LACSEG paid out in academic years 2005/06 to 2010/11 and the amount of LACSEG recouped from each local authority since the inception of recoupment in 2008 to 31 August 2011.The two sets of figures are not comparable. Only funding for LACSEG within the Schools Budget is recouped from DSG. The bulk of LACSEG relates to local authorities' non-schools education budget. Up to and including 2010-11 none of this funding was recovered from local authorities. In 2011-12, £148 million was topsliced from the local government settlement. The level of the reduction to local government funding relating to local authority LACSEG in 2011-12 and 2012-13 has recently been subject to a consultation. The Government are considering the responses to that consultation and the outcome will be announced shortly.

[holding answer 5 September 2011]: The amount recouped from local authorities through adjustments to their dedicated schools grant allocation increases throughout the year as more schools become academies.Details of the first adjustment for 2011-12 financial year can be found at:"http://www.education.gov.uk/schools/adminandfinance/financialmanagement/schoolsrevenuefunding/settlement2012 pupilpremium/a0070267/dsg-and-pupil-premium-allocations-for-2011-12"(final 2011-12 DSG allocations). At that point, the figure for 2011-12 recoupment, for both school budget share and Local Authority Central Spend Equivalent Grant (LACSEG), was £2.4 billion. The decision to withdraw the Aggregates Levy Sustainability Fund (ALSF) will not be reversed; the ALSF programme of work will indeed be discontinued after the financial year ending 31 March 2011. This decision was taken as part of the spending review settlement in October 2010 in a very tight spending context where we had to look very carefully across all the Department's priorities to see where we can make best use of available funds.In 2011-12 the Department will fund a very modest and short-term legacy project to help ensure that the findings from the £60 million already invested in ALSF research and development are accessible to those who can put them into practice and achieve the potential improvements in environmental performance. This will involve bringing together material across numerous research reports and websites into a professional website tool run and maintained by the Minerals Industry Research Organisation.

My hon. Friend will know that through the plans set out in the Health and Social Care Bill the commissioning of those services will be the responsibility respectively of the NHS commissioning board and local authorities. Through local authorities, and as part of our public health responsibilities, we will be looking to promote good sexual health and high-quality support for people who need assistance with reproduction.

I thank my hon. Friend for that question. Central Government have sent a clear message about the importance and vulnerability of the sector. To send that message and set an example, we have ring-fenced £28 million of funding for violence against women services. We hope and expect that councils will follow suit.
