The ongoing problems in Côte d'Ivoire illustrate the importance of elections running smoothly. That is why in Nigeria we are supporting the electoral commission in the run-up to next year's presidential elections. In Uganda, we are providing a range of assistance and advancement actions, including the Department for International Development's ““deepening democracy”” programme. Finally, on Zimbabwe, there must be credible action that commands the support of the world community.

Malignant melanoma is caused by long-term exposure to the ultraviolet (UV) light in sunlight. To reduce incidence and mortality rates of the disease, we are supporting SunSmart, the national skin cancer prevention campaign run by Cancer Research UK (CRUK) on behalf of the UK health departments. SunSmart raises awareness among the public and health care professions about the causes of skin cancer, how to prevent it, and the importance of early detection, presentation and treatment. In 2010-11, the Department is funding a further year of the CRUK SunSmart campaign for England on skin cancer prevention.We are also introducing legislation to protect young people from the UV light that sunbeds provide. The Sunbeds (Regulation) Act 2010 comes into force on 8 April 2011, and will serve to prevent people under the age of 18 from using sunbeds on commercial premises, by making it an offence for sunbed operators to allow people under the age of 18 to access sunbeds on their premises.

I have not discussed Uganda's Press and Journalism Amendment Bill with African Union representatives. Officials from our high commission in Kampala have, however, raised the proposed Bill with the Ugandan Foreign Minister, the Minister of Guidance and Information, and the Deputy Attorney-General.In each case the UK has called for the legislation to be drafted in line with Uganda's own constitution and relevant international standards. The UK also has a regular dialogue with the African Union Commission on governance, including press freedom, in Africa.

The Government do not undertake assessments as outlined in your question. However, the university of Derby has, earlier this year, published a review entitled ““The University of Derby's Impact on the local Economy”” which shows that the 'student pound' spent in the local area is estimated to be worth in excess of £30 million per year. The report also highlighted the university's use of local suppliers and contractors and that, both directly and indirectly, it was responsible for over 3,200 full time jobs in the area. I welcome the fact that the Secretary of State is giving more freedom to schools, because they really do need it, and the fact that there will be a national funding formula. How soon is that likely to be introduced? Many schools, including those that became grant-maintained and foundation schools, have been waiting for it for many years, and I know that academies are looking forward to it as well.

I am very grateful to my hon. Friend, and I want to underline that we have been consulting on moves to a national funding formula. The former Prime Minister and Member for Sedgefield was himself keen to move towards a national funding formula in order to eliminate some of the inequities within the schools system. We want to ensure that, as we move towards such a formula, schools themselves have their voices heard, so that we can do everything possible to eliminate the inequities that existed under the previous Government.

Is the Prime Minister aware of the closure of 12 branches of the Derbyshire building society and its head office in the village of Duffield in my constituency? Can he assure me that he and his Government will do all they can to help those constituents who will lose their jobs—nearly 250 of them—in this small, rural area? Will he please assure us that the Government will do all they can to help these constituents who are being dealt this cruel blow at this difficult time?

I understand why my hon. Friend wants to raise this issue. What has happened to the Derbyshire building society is desperately sad, and obviously the Government will stand ready to do all we can to retrain people who have lost their jobs and to ensure that they get the very best opportunities, and also to ensure that we go on having a strong financial services sector. As the Derbyshire building society reminds us, this is not just about the City of London; it is about the fact that millions of people in our country work in financial services, providing a good service, and we need to help them.

My hon. Friend knows a great deal about these issues from her experience, not least in Uganda, and I thank her for her question. She is quite right about the importance of transparency, enabling people in poor countries to hold their own politicians to account, and it is a very important aspect of both transparency and our development budget that we help build up the capacity of civil society in countries that we are assisting so that they can do just that.

The public in the UK and in the countries where we work have a right to access information about the aid that we provide. We will introduce full transparency in aid and publish details of all UK aid spending online, increasing the range and extent of the information published.
