Mr. Wyatt: To ask the Secretary of State for Environment, Food and Rural Affairs what action her Department is taking to reduce the amount of tropical plywood used in the United Kingdom. [143221] Mr. Morley: The Government are committed to sustainable forest management and is playing a leading role in international negotiations on forests in a number of fora, including the Convention on Biological Diversity, and the United Nations Forum on Forests (UNFF). The Government are also playing a major role internationally to combat illegal logging and its associated trade, in addition to seeking to ensure that the import of endangered timber species is in compliance with CITES, the Convention on International Trade in Endangered Species. Under EU law, a ban on the import of illegally logged timber can only be imposed at EU level. We are therefore playing an active role within the European Forest Law Enforcement, Governance and Trade (FLEGT) process. On 13 October the EU Council of Ministers adopted Council Conclusions providing a broad endorsement of the FLEGT Action Plan, which addresses development co-operation, trade in timber, public procurement, private sector initiatives, financing and investment safeguards, money laundering and conflict timber The Government are also keen to discourage consumers from purchasing illegally logged timber. For over three years UK central departments and their executive agencies have been required to actively seek to purchase their timber and timber related products from legal and sustainable sources. We believe the UK to be the first country to implement such a policy. The challenge is considerable and implementation has not been without difficulty, but already the effect is being felt in the UK and abroad. The UK Devolved Administrations and many local authorities in England have indicated that they have adopted similar policies or are considering doing so. Additionally, the UK Timber Trade Federation is developing a sustainable timber procurement policy for its members to consider adopting.

Mr. Gray: To ask the Chancellor of the Exchequer (1) when Customs records relating to regulatory controls on the importation of firearms at Farnborough airport in 1999 were destroyed; how many (a) prohibited firearms were controlled arising from a single flight arriving in March 1999 and (b) non-prohibited firearms were controlled at other times in 1999; and whether the date of March 1999 recorded as the month in which prohibited weapons were controlled at Farnborough has been ascertained from (i) a contemporaneous record and (ii) a secondary record; [143605] (2) how many prohibited firearms were surrendered to Customs by passengers who arrived at United Kingdom airports in 1999 on civilian flights in such a manner that the incidents were deemed by Customs not to be irregular. [143673] John Healey: I refer the hon. Gentleman to the answer I gave him on 20 November 2003, Official Report, column 1330W. The Customs records referred to in that answer were destroyed in February 2002. The date recorded in relation to the movement of prohibited weapons in March 1999 was obtained from a secondary record. All four of the firearms controlled by HM Customs and Excise in the single importation in March 1999 were prohibited within the meaning of the Firearms Act 1968. An accurate total of the number of non-prohibited firearms controlled by Customs at other times in 1999 is no longer available, as the only records still in existence are incomplete. Information on the numbers of prohibited firearms surrendered at UK airports in 1999 could be provided only at disproportionate cost, and are also likely to be incomplete. In accordance with international aviation agreements and Civil Aviation Authority regulations, Customs do not regard importations of prohibited firearms by air passengers as irregular where they are declared by: a sky marshal who holds a firearm for the purposes of protecting and aircraft and its passengers; a VIP bodyguard; a properly authorised UK police officer; or any other passenger who is resident in a foreign state and whose possession of that firearm is lawful in that state. Customs' normal policy is to require prior notification of the intended arrival of armed sky marshals or bodyguards. Properly authorised police officers may retain possession of their firearms. In other cases Customs detain the firearms and any ammunition, which are then returned to the person on departure from the UK.

Dr. Tonge: To ask the Secretary of State for Health what assessment he has made of the loss or gain to the Exchequer from the parallel trade of medicines. [141697] Ms Rosie Winterton: In terms of the impact on national health service expenditure, information is not routinely collected on the source of products, but from the data currently available the Department of Health estimates that parallel imports saves the NHS in England approximately £60 million per year in the community sector. No estimate is available for the hospital sector. The Government have not made its own assessment of the loss to pharmaceutical companies in the United Kingdom from parallel trade. The NHS does not reap the full benefit of the price differentials associated with parallel trade, as much of the difference is lost within the supply chain across Europe. Ministers in the Department of Health meet representatives of the pharmaceutical industry frequently to discuss issues affecting that sector, including parallel trade in Europe. The most recent meeting was on 2 December, between my right hon. Friend, the Secretary of State for Health, my noble Friend the Under-Secretary of State for Health, Lord Warner, and representatives of the Association of the British Pharmaceutical Industry.
