Mr. Heald: To ask the Secretary of State for Work and Pensions what proportion of entrants to New Deal for Young People were

Mr. Nicholas Brown :[holding answer 26 November 2002]: We estimate that at least 32 per cent. of all unemployed people have
literacy, language and/or numeracy needs, which in part prevent them from improving their employability and finding secure work.
Information is not available specifically on the level of illiteracy among entrants to the New Deal for Young People.
Jobcentre Plus screens around 15,000 people a week for literacy and/or numeracy needs. Clients who need help with their literacy
and/or numeracy can access job focused training to ensure they are able to develop the skills they need to find and retain work.
From April 2001 to January 2002, more than 4,400 young people received basic skills help in the New Deal for Young People. In the
same period 10,000 began basic skills training though other programmes or voluntary New Deals.

Harry Cohen: To ask the Secretary of State for Education and Skills what special assistance she proposes to provide to those local
education authorities whose results in English and Mathematics for 11-year- olds in 2002 fell a long way short of the Government's
2004 target; and if she will make a statement. [77340]
Mr. Miliband: Following this year's Key Stage 2 results the Department asked all LEAs to draw up specific plans to identify and
provide targeted support to those schools which are underperforming--both low attaining schools and those which are not helping
their children make as much progress as other similar schools. Over the next couple of months the Department is meeting with all
LEAs individually to discuss these plans and the further support they need to meet the challenging targets for 2004. The National
Literacy and Numeracy Strategies will continue to help LEAs improve their results, in particular by focusing low attaining and
underperforming schools, improving leadership and intervention programmes for pupils who are not achieving their potential. We are
allocating an additional £11 million this year to support schools make improvements in 2003.

No comparable data was collected before 2000-01. From 2000-01, delivery targets for literacy and numeracy in prisons have been for
the number of basic skills qualifications achieved annually by prisoners. In 2000-01, prisoners achieved 12,500 basic skills
qualifications at level 2, rising to nearly 16,000 in 2001-02. Targets for this year and next have been widened to cover the
achievement of basic skills qualifications at all levels. This will help establishments to be more responsive to the range of
prisoners' basic skills needs.
The Government expects prisoners to achieve 28,800 basic skills qualifications in 2002-03 rising to 32,000 in 2003-04. By helping to
equip prisoners with the skills they need to resettle effectively back into the community on release, these achievements will
contribute to reduced rates of re-offending and to making communities safer.

Mr. Michael Foster: To ask the Secretary of State for Trade and Industry what action she is taking to increase investment in basic
skills in small firms. [66392]
Nigel Griffiths: The Government are committed to raising the level of adult literacy and numeracy in the workforce and has
identified this as a priority area. This will help small businesses. The Government's `Skills for Life' strategy will: provide free,
high quality, training and advice on basic skills for all small employers train workplace basic skills brokers who will put
businesses in touch with local basic skills training providers. 447 brokers have so far been trained. recruit employer champions,
all with a proven basic skills track record in their sector, to help fellow businesses.
The Government are also helping small firms with: the Union Learning Fund, which has enabled Union Learning Representatives to
promote basic skills training within the workplace. Learndirect, the online learning and information service, which offers free
courses to learners on the foundations of reading, writing and numbers. the six Employer Training Pilots announced in the budget,
which will test out a range of approaches to increasing training levels and enable employees to attain basic and level 2 skills.

Mr. Ivan Lewis: The Government is fully committed to improving the literacy, language and numeracy skills of adults. The Prime
Minister launched Skills for Life, the national strategy for improving adult literacy and numeracy in England in March 2001. Since
then, we have introduced a new national teaching and learning infrastructure of standards, curricula, teacher training and national
tests in literacy and numeracy nationally to help increase standards and learner achievement. There have been three bursts of
national promotion activity to increase demand for basic skills provision. These have led to over 100,000 calls to the national
information hotline. Demand is also being stimulated among employers with a toolkit of advice and materials to ensure low skilled
employees have opportunities to improve their skills. We have completed a series of pilots to test innovative pedagogical approaches
and financial incentives for learners and employers. A new national research and development centre, led by the London University's
Institute of Education, has begun investigating best practice in the UK and internationally. Our target is that 750,000 adults
improve their literacy and numeracy by 2004. Between April 2001 and January 2002, more than 124,000 adults were helped to gain
literacy and numeracy qualifications.

Letter from Len Cook to Mr. Nick Gibb, dated 1 July 2002:
As National Statistician I have been asked to reply to your recent question concerning how many pupils were asked to sit the OECD
PISA survey test for (a) reading, (b) mathematical and (c) scientific literacy; and how they were chosen.(65137)
Thirty-five students were randomly sampled in each participating school by ONS using lists of all students born in 1984 provided by
the schools. Student sampling procedures and student response for PISA are described in Section 2.3 of Chapter 2 of "Student
Achievement in England--Results in reading, mathematical and scientific literacy among 15-year-olds from the OECD PISA 2000 study"
(ONS, May 2002).
The survey in England assessed all 4,120 participating pupils in reading literacy, 2,292 pupils in mathematical literacy and 2,284
in scientific literacy. The subjects that pupils were assessed in were determined by which of nine PISA test booklets had been
randomly assigned to them.

Mr. Andrew Turner: To ask the Secretary of State for the Home Department if he will make a statement on the standards of literacy
and numeracy among prisoners; and what information he collects on these subjects. [60829]
Hilary Benn: The majority of prisoners have serious basic skills needs which must be addressed if we are to help them re-settle
effectively into the community on release. In 2001-02 prisoners achieved over 24,000 basic skills qualifications. Almost 16,000 were
at level 2--an increase of 30 per cent. over the previous year. The basic skills target for 2002-03 is 28,800 at all levels.
We collect monthly information on the number of basic skills qualifications gained at establishment level. The Prisoners' Learning
and Skills Unit (PLSU), based in the Department for Education and Skills, supports establishments which are falling short of
expectations.
We have ensured that prisons are part of national developments in basic skills, and have been piloting new national curriculum
materials and tests in seven prisons. Additional capital resources over this year and next from the Capital Modernisation Fund will
help us to deliver improvements in basic skills by supporting initial assessment, the integration of basic and key skills into
prison workshops and the transformation of Libraries into learning resource centres.
From April 2002, education and training in prisons-- including basic skills provision--has been inspected against the criteria set
out in the Common Inspection Framework, which covers all post-16 learning. With the support of the PLSU, the majority of prisons
have established quality improvement groups to secure better planning and delivery of all their learning provision and to respond to
the findings of inspection reports. We expect the remaining prisons to do so shortly.

tests for entry into teaching have not re-applied to take the test(s).
The majority of those who fail decide to re-sit the tests. Figures are not available for this year as students are still taking the
tests.
