Mr. Wigley: To ask the Chairman of the Public Accounts Commission what representations he has received on the adequacy of resources
available to the NAO for investigating not-for-profit companies which have been set up at arms length from Central or Local
Government to deliver services to the public and which depend in part or in whole on public finance. [141907]
Mr. Sheldon: The Public Accounts Commission last met on 18 July to consider and approve the National Audit Office's Corporate Plan
for 2001-02 and beyond. This covered a bid for resources for the Office to undertake its financial audit and value for money duties.
These resources include a small provision for the investigation of not-for-profit companies where the C&AG has secured access
to--but not the audit of--records on a case by case basis. However, under existing companies legislation the C&AG is not permitted
to undertake the financial audit of limited companies, nor does he have statutory access rights to limited companies. The Commission
have advocated in their submission to the Sharman Review of Central Government audit that the C&AG should have full rights of audit
and access to such companies.

Audit Commission and the second stage of the Financial Management and Policy Review of the Audit Commission; and if he will make a

Ms Armstrong: I have today laid before Parliament the Government's response to the Select Committee Report on the Audit Commission.
I have also today published the Government's response to the Financial Management and Policy Review of the Audit Commission (FMPR).
In formulating our response to the Select Committee we have had regard to the work of the School of Public Policy, University of
Birmingham which recently completed the second stage of the FMPR. This Report, which we are also publishing today, recognises the
Commission as a well managed organisation providing important benefits at reasonable cost. Copies of this Report and our response to
it have been placed in the House Library. We have also published the FMPR Reports and Select Committee responses to them on the DETR
website.
The Government welcomed the overall findings of both the Select Committee and the FMPR that the Audit Commission is a well respected
body, which is doing a difficult task well. The Government have a high regard for the work of the Commission and this has been
reflected in our decision to give the Commission a pivotal role in our best value plans for local government including the
establishment of a Best Value Inspection service. The Commission has also been asked to develop a new inspection capacity in the NHS
alongside that of the Commission for Health Improvement.

Yvette Cooper: [holding answer 16 November 2000]:
The Human Fertilisation and Embryology Authority operates a systems and data audit programme. This is used to monitor the standard
of IVF and donor insemination treatment records and provide assurances for the National Audit Office regarding the collection of
licence fee income. The HFEA audit is in the fourth year of its five-year programme and has identified areas where errors could be
avoided by licensed clinics. It has also provided information and guidance to clinics on improvements in the quality of their
information.
The authority's February 2000 Update reports a number of discrepancies found as part of the audit, such as inaccurate reporting of
patients' and partners' full name, patient reference and treatment date.
The audit programme and publication of the Update series demonstrates the HFEA's commitment to reducing errors and improving the way
that information is recorded.

Mr. Rooker: The administration of benefit payments is a matter for Alexis Cleveland the Chief Executive of the Benefits Agency. She
will write to my right hon. Friend.
Letter from Alexis Cleveland to Mr. Frank Field, dated 17 November 2000:
The Secretary of State for Social Security has asked me to respond to your Parliamentary Question asking what conclusions the
Benefits Agency (BA) internal audit came to regarding the role of EDS in the duplication of income support payments on 17th and 18th
January.
The report concluded that responsibility for the error lay with DSS Information Technology Services Group (ITSG), Benefits Agency
(BA) and EDS. The report did not apportion levels of responsibility; it identified errors on the part of all parties. The report
concluded: `Following a technical problem, incorrect (re-start) action by ITSG led to the creation of the £10.5m Income Support file
with an incomplete number of records. The EDS automated system to transfer files to BACS had limited in-built validation and
reconciliation checks and this allowed the £10.5m file to be forwarded to BACS . . . Reconciliation checks undertaken within the BA
identified a problem but the incident handling and escalation procedures were inadequate'.
As mentioned in my response on 30 October, Official Report columns 346-347, the report contained a series of thirteen
recommendations. EDS is a key stakeholder, working with DSS in the programme of activity to implement these recommendations, which
include improvements to validation and reconciliation checks to prevent a reoccurrence of the original incident. My previous
response provided more detail.

Mr. Gordon Prentice: To ask the Secretary of State for Culture, Media and Sport what steps he is taking to ensure that the
arrangements for auditing organisations in receipt of National Lottery grants are robust. [135909]
Kate Hoey: Distribution of National Lottery grants is a matter for 15 National Lottery distributing bodies. The Secretary of State's
directions to these bodies (or, in the case of bodies operating solely in Scotland, Wales or Northern Ireland, the directions from
the devolved Administrations) require them to establish procedures which ensure lottery resources are being used for the purposes
for which grants were given and that the schemes supported represent value for money; that projects are delivering the benefits
identified on the application form in accordance with specified financial arrangements; and that assets purchased are being used for
the purpose for which they were intended. The distributing bodies are required to set out their performance on this in their annual
reports.
My Department requires distributing bodies' accounting officers to submit a statement, verified by the National Audit Office (or
equivalent) which states that their systems (including their systems for monitoring arrangements as set out above) are adequate for
the distribution of lottery funds before they are permitted to draw down such funds. Other steps include an annual assurance
exercise which examines distributors' compliance with their directions.

Ms Beverley Hughes: The Board of the North West Development Agency (NWDA) has established a number of sub committees and sub groups
as follows:
Audit Committee
An Audit Committee is the only formal committee of the Board and was officially established in February 2000. The Audit Committee is
authorised by the Board to investigate any activity within its duties and may obtain outside legal or other independent professional
advice. Its remit is as follows: Discuss with the auditor the nature and scope of each forthcoming audit to ensure that the auditor
has the fullest co-operation of staff. Review the annual statement before submission to the Board. Discuss problems and reservations
arising from the audit and any matters that the auditor may wish to discuss. Review the NWDA's statement of internal control systems
prior to endorsement to the Board. Make recommendations to the Board of the NWDA.
The Health Partnership
The Health Partnership, which is a sub group to the Board of the North West Development Agency was formed in July 1999. Its main
purpose is to assist the North West Development Agency in carrying out its role in contributing to health objectives through its
work on economic and social regeneration. The Health Partnership provides a forum in which key organisations can contribute to the
pool of knowledge on health related issues so that health is fully integrated into the policies of the Agency and regarded as a
cross cutting issue in all policy and programme development.
The Rural Sub Group
The Rural Sub Group to the Board of the North West Development Agency was established in November 1999 and has the following
purposes: To provide advice and information to the Board on rural issues and to take full account of the rural dimension within the
North West Development Agency's policies, strategies, action plans and programmes. To ensure, as far as possible that the needs of
the rural population of the North West are part of the social inclusion agenda. To ensure, as far as possible that the rural economy
is integrated into the mainstream provision of business support services and that the contribution it makes to the regional economy
is fully recognised. To ensure that rural communities receive a fair share of resources both from the North West Development Agency
and from other regional funds. To monitor and evaluate the North West Development Agency's rural policies, action plans and
programmes. To encourage partnerships to address rural issues and the problems of rural areas.
The Social and Economic Inclusion Sub Group
The Social and Economic Inclusion Sub Group was established in August 1999 and has the following purposes: To provide advice and
information to the Board of the North West Development Agency on Social Inclusion. To strengthen the capacity of the North West
Development Agency and its partners across the region to deliver social inclusion and economic development and to increase access
and influence by those groups hitherto excluded from decision making. To monitor and evaluate the Agency's performance on social and
economic inclusion and where appropriate offer advice on strategy and delivery.
The Urban Sub Group
The Urban Sub Group was established in March 2000 and provides advice and information to the Board on urban issues and, in
particular, to advise the Board on: Matters arising from the publication of the forthcoming Urban White Paper. Matters arising from
the publication of the forthcoming Housing Green Paper.
The Single Regeneration Budget (SRB) Sub Group
The SRB Sub Group is a permanent advisory group to the Board which meets only at the beginning of the SRB bidding round to agree the
criteria for bids and then at the submission stage to consider the bids and make recommendations on those bids to the Board of the
North West Development Agency. The need for the sub group is reviewed annually.
North West Innovation and Technology Advisory Board (NWITAB)
NWITAB is a formal advisory board which was commissioned by the North West Development Agency to: Provide strategic advice and
guidance to the NWDA Board on Innovation and Technology issues Develop and implement the North West Innovation Strategy. (NWIS)
The role of the Board is as follows: To advise the NWDA Board, via the NWITAB Chair, on all matters relating to the development and
implementation of the NWIS. To develop and maintain a regional consensus view on the NWIS and its implementation. To endorse NWIS
business plans, monitor progress and guide the NWIS Executive accordingly. To explore the longer term changes in the Region,
nationally and globally, and advise on opportunities, threats and appropriate changes to NWIS and the implementation plan (NW
Foresight Group). To co-ordinate all innovation and technology activities in the North West region.
The Board consists of a wide range of representatives from the Private Sector, and representatives from the Universities Association
and Government Office North West.
The North West Innovation Strategy was launched on 8 September 2000.
Minutes from each sub committee and sub group meeting are submitted to the NWDA Board regularly for their approval and, when
appropriate, for items of ratification. The NWDA Board regularly review the appropriateness of each of the Sub Groups as well as the
administrative arrangements.
