Mr. Webb: To ask the Secretary of State for Social Security which consortium was responsible for his Department's IT infrastructure

the period; which projects started by that consortium are not to be carried on by the Arcway consortium; for what reasons the
contract was withdrawn from the previous consortium; when hon. Members were first told that a change was being considered; and if he

Angela Eagle: Two separate service providers--ICL and Sema--were responsible for the Department's IT network infrastructure prior to
23 November 2000, under the terms of the Focus '95 contracts. These contracts were awarded for a period of five years and had a
collective value of approximately £250 million. Work in progress started during this period is being taken forward by the BT-led
consortium Arcway to ensure continuity of service.
The contract with Sema has subsequently expired and has not been renewed. On current plans the contract with ICL is due to expire
May 2001. The contract awarded to the BT-led consortium Arcway, through competition, will enable the Department to move forward to a
secure modernised IS/IT service.
Announcements were made in 1996--at the start of the Accord procurement for the next generation of the Department's IS/IT
systems--and in 1999 when overarching contracts were awarded to three competing consortia.

Mr. Wicks: [holding answer 12 December 2000]: At the end of November, 212 of the 420 English FE colleges have direct connections to
the Joint Academic Network (JANET). These connections were funded by the National Learning Network initiative. A further 114
colleges have connections to JANET via a local university, and these will be converted to direct connections in due course. The plan
to have all English FE colleges connected to JANET by spring 2001 remains on target.

Ms Hewitt: I would like to thank my hon. Friend for the interest he has shown in key elements of the Government's strategy for the
information age. I have been asked to reply as the Minister with overarching responsibility for that strategy, which the e-Envoy and
I published in the UK Online Annual Report on 11 September.
Yesterday, we published our plan for implementing all the commitments to action in the UK online report. This is on the internet at
www.e-envoy.gov.uk/2000/progress/montprog.htm. The e-Envoy and I report monthly to the Prime Minister on progress against these
targets. These progress reports are accessible on the internet at www.e-envoy.gov.uk/2000/progress/progress.htm.
On the specific questions my hon. Friend asks, the position is as follows: Universal broadband access
The Wired Up Communities initiative will be piloting the impact that providing access to the internet might have on disadvantaged
communities. On 11 October the Minister responsible for Learning and Technology, the Under-Secretary of State for Education and
Employment, my hon. Friend the Member for North Swindon (Mr. Wills), announced that the first wired up community will be Kensington,
Liverpool. We expect to announce further pilot areas in the new year. Electronic Government procurement
Departments will monitor their own progress towards the target that by 2001 90 per cent. of low value goods (by volume) will be
purchased electronically. A tool to enable them to measure their progress has been developed and extensively trialled by the Office
of Government Commerce. The measurement tool will be distributed to Principal Finance Officers shortly. Liberalising re-use of
Government information
I announced on 6 September our plans to boost the Knowledge Economy by overhauling the way Government information can be acquired
and reused by publishing and internet businesses. This announcement was in the context of the Government's Review of the Knowledge
Driven Economy as part of the Spending Review 2000. Her Majesty's Stationery Office colleagues are in the process of finalising
details of key reforms with Treasury colleagues and are planning to publish these in late November. Personal computer leasing
schemes
We are committed to encouraging low cost leasing schemes in the Public Sector, and are currently auditing existing schemes. Over
27,000 teachers have purchased low cost computers through DfEEs `Computers for Teachers' programme. Publication of UK online monthly
progress reports
The last monthly progress report to the Prime Minister was submitted on 15 November and published on the e-Envoy's website,
www.e-envoy.gov.uk, on the same day. Government Departments and Agencies connected to the Government secure intranet
All sizeable central Government Departments have joined, or are in the process of linking to, the Government secure intranet.
Details of those Government Departments which are connected, or planning to connect, will be placed in the Library. Government
Departments' e-business strategies
Most Government Departments have submitted their plans.
Many of the actions we are taking forward relate to matters for which the devolved Administrations in Scotland, Wales and Northern
Ireland are responsible for setting targets and implementing initiatives. Details of these are included in the UK Online Annual
Report.

Mrs. Roche: The particular circumstances of this breach of security are a matter for the Belgian authorities, whose investigations
are continuing. The Government attach the highest importance to the maintenance of the security arrangements at the SIRENE bureaux.
The integrity of the arrangements is vital to international judicial and law enforcement co-operation.

Mr. Ian McCartney: The Government continue to make strong progress towards the Prime Minister's target that by 2005 all government
services should be available on-line.
We have a good story to tell, for central Government we have identified 451 services to the citizen and to business and already one
third of them are available on-line.
Things you can do on-line now include: ordering and paying for a company's financial returns; checking to see if you need hospital
treatment; find out if it is safe to visit foreign countries; fill out a tax form; the public can also keep up to date with what is
happening in Parliament and contact the Ombudsman on-line; employees and employers can interactively calculate pay rates and
entitlements under the national minimum wage regulations with further interactive guides to employment law to follow.
A comparison with other countries also shows that we are doing well, as the recent international benchmarking study showed. For
example, although currently the number of two-way dealings that can be done on-line is low, at about 20 (but rising) compared to
other countries the figure is high, as is the volume and quality of the material available on the web.

Mr. Bercow: To ask the Secretary of State for the Home Department what steps he will take to reduce the burden of administration on
the police. [134453]
Mr. Charles Clarke: We are committed to looking at ways to reduce unnecessary administrative burdens on the police, consistent with
the interests of justice. It is important to recognise that many procedures, which may be time-consuming, are nevertheless necessary
to protect both the accused person and the officers who deal with him or her. Some paperwork is a necessary part of the job.
The Home Office has a significant role in setting the administrative framework for policing and we will continue to collaborate with
forces to reduce bureaucratic burdens whenever possible. A current review of the Codes of Practice which govern police procedures
under the Police and Criminal Evidence Act 1984 should provide an opportunity for us to make further progress.
National guidance on the preparation of prosecution files by the police is set out in the "Manual of Guidance for the Preparation,
Processing and Submission of Files". Case files completed in line with the guidance in that document will, in many cases, require
only five or six forms. The Manual is issued to all forces and has just been updated for re-issue in November. The Cabinet Office
Public Sector Team's Regulatory Impact Unit aims to identify ways of reducing bureaucracy, and police paperwork was the first area
it studied. A member of the Unit sits on the Editorial Board of the Manual of Guidance.
When the Narey measures for speeding up the progress of cases through the criminal justice system were piloted in 1998-99, 54 per
cent. of cases resulted in a guilty plea at first hearing and only required an expedited file. These measures were introduced
nationally on 1 November 1999 and have been shown to have reduced paperwork significantly.
Forces themselves also have a role to play. A thematic report by Her Majesty's Inspectorate of Constabulary (HMIC) in 1997 found
that in many forces additional forms were being added to those required by the existing Manual. HMIC recommended that all forces
should review their use of non-Manual of Guidance forms to reduce the number that officers have to complete.
Another area in which significant improvements are possible is in the development of new information systems. The National Strategy
for Police Information Systems (NSPIS) provides for the development of a range of standard, linked applications covering the main
policing functions. The progressive implementation of these applications in forces will eliminate many of the current
inefficiencies, such as officers having to key in the same information several times.
Further, under the initiative for integrating business and information systems in the criminal justice system ("IBIS"), detailed
plans have been drawn up to ensure that the information systems which are being developed in all the criminal justice organisations
have the necessary links installed for the efficient sharing and exchange of information throughout the criminal justice process.

Mr. Ian McCartney: The Government Secure Intranet (GSI) continues to make steady progress.
Seventy-one organisations are now connected and some 90,000 staff have e-mail access.
The GSI has met its original objectives of providing a secure e-mail service for Government and of achieving a step change in the
number of civil servants with internet access.
For example, a secure e-mail gateway has been developed between the GSI and the new Police National Network Extranet and is already
being used for collaborative policy drafting work between the DTI and DCMS sharing an intranet site for developing the
Communications White Paper.

Janet Anderson: A copy of my right hon. Friend the Secretary of State's approval to the BBC's proposals for BBC Online has been
placed in the Library of the House. The BBC's formal request, to which the approval referred, has not been published because it
contains confidential information. In relation to future approvals of BBC proposals for new public services, reasoned decisions will
be published, under the new arrangements announced on 21 February.
Details of the review of BBC Online will be announced in due course.
My right hon. Friend the Secretary of State has not been requested by the BBC to consider whether the approval given in 1998 for BBC
Online permits the distribution of content free-of-charge to commercially funded internet portals. It is for the BBC in the first
instance to consider whether any further approval should be sought and for the BBC Governors to satisfy themselves that Charter
obligations are being met. My right hon. Friend the Secretary of State is not, therefore, in a position to take a view on the scope
of the current approval unless and until such a request, including detailed information, is received.
The BBC informed the Department of the trials for the provision of BBC News content over mobile phones on 26 January 2000.

Dr. Gibson: To ask the Secretary of State for Defence what steps he takes to ensure the security of information held on, or
transmitted via, his Department's computer system. [132145]
Dr. Moonie: [holding answer 24 July 2000]: The Defence Manual of Security mandates the baseline security requirements, which must be
met before Communications and Information Systems are allowed to handle official information. Before any IT system is allowed to
operate it must obtain a security approval known as accreditation from the security authorities. Electronic protective measures that
are employed include the use of firewalls to protect systems, the identification and authentication of users and audit of user
activities. All Ministry of Defence staff are required to read and agree to comply with the Security Operating System for the system
that they will use.
The Ministry of Defence is continuously reviewing and seeking ways to improve, both the procedural and electronic security of its
systems.
