Mr. Bradshaw: To ask the Secretary of State for the Environment, Transport and the Regions how many cyclists have been (a) killed and (b) seriously injured in accidents on roads or cycle paths when the pedestrian was at fault in each of the last five years. [89539] Ms Glenda Jackson: The party at fault in a road accident is not recorded on a national basis. However, the table shows the numbers of cyclists recorded as being killed or seriously injured on the carriageway or cycleway in accidents which involved a pedestrian and did not involve any motor vehicles. These numbers do not include casualties on cycleways which are segregated from the public road. Mr. Loughton: To ask the Secretary of State for the Environment, Transport and the Regions if he will make a statement regarding the prospects for a Worthing bypass; and what new studies have been carried out by his Department on the A27 between Worthing and Lancing. [77911] Ms Glenda Jackson: [holding answer 22 March 1999]: Following the Roads Review we announced our proposal, subject to consultation with the regional planning conference, to carry out a study to consider the problems of congestion on the A27 between Worthing and Lancing. The South East Regional Planning Conference (SERPLAN) has agreed with the Government Office for the South East (GO-SE) proposal that the A27 Worthing to Lancing study should build on existing work to produce recommendations in advance of the completion of the Southampton to Folkestone study. GO-SE will now be undertaking further discussions with SERPLAN and with the most directly affected local authorities, with a view to drawing up terms of reference and a plan for further work. The study will adopt a multi-modal approach and will consider all options for addressing the identified transport problems in the context of the whole corridor. The Highways Agency has already undertaken a study into options for improving pedestrian facilities on the A27 through Worthing and Lancing. The study identified eight locations where work on refuges could be carried out to benefit pedestrians, and this work has already started. In addition, the Highways Agency intends to install at least one signal-controlled crossing at one of these locations, following Worthing Borough Council's investigations into possible cycle routes in the area; and in early April work will take place to upgrade the existing crossing at Boundstone College in Lancing, where new guard rails will be provided to give improved visibility for drivers.

Mr. Corbyn: To ask the Secretary of State for the Environment, Transport and the Regions what is the current mileage of cycle lanes in London broken down by borough; what were the figures for (a) 1989-90 and (b) 1993-94; and what are the expected figures for 1999-2000. [73823] Ms Glenda Jackson: The information requested on the length of cycle lanes for the years 1989-90 and 1993-94 is not available. This is before the work on the London Cycle Network commenced and therefore no central body existed to gather and co-ordinate the data. Approximately 190 miles of cycle network were in place when work started on the London Cycle Network in 1995-96; however, it is not known what proportion consisted of cycle lanes. The following table shows the existing lengths of the London Cycle Network on a borough-by- borough basis as at April 1998. The expected borough- by-borough figures for 1999-2000 are not yet available but it is anticipated that in total there will be 1,000 miles of the network in place by the end of this period. Mr. Cox: To ask the Secretary of State for the Environment, Transport and the Regions what discussions he has had with London borough councils on the development of cycle lanes within their boroughs; and if he will make a statement. [72774] Ms Glenda Jackson: In the Transport Policies and Programme settlement for 1999-2000, announced on 17 December last year, authorities were advised on the priorities for developing the London Cycle Network. In the coming year they should continue to take a more strategic approach, with the overall aim of encouraging more people to cycle in London. All the London Boroughs have been involved with the development of the LCN, with the Royal London Borough of Kingston upon Thames acting as the overall co-ordinating authority. Through TPP funding good progress has been made on the LCN, with over 1000km of cycle routes already available for use. The intention is to produce an initial network by April 2000--to be launched alongside the London part of the Thames Cycle Route--that will be of a standard to facilitate cycling in London and provide a satisfactory base for taking forward and completing the LCN in future years. Advice on the prioritisation of cycling provisions was also included in the guidance recently issued to Local Authorities in London, on the preparation of their Interim Transport Plans, for the 2000-01 bidding round. I have consistently raised the issue of cycle provisions during visits to various London Boroughs over the last 18 months, and my officials will continue to attend regular meetings of the London Cycle Network steering group, and of the Borough Cycling Officers' Group. Progress reports, including information monitoring the usage on newly completed cycle routes, will be discussed with the boroughs.
