Customs and Excise and the Inland Revenue are currently examining whether there is a `value for money' case for transferring their
estate to a private sector supplier on a single 20 year contract (Strategic Transfer of Estates to the Private Sector--STEPS
project). At present three consortia have been shortlisted and the contract is expected to be assigned to the successful bidder in
autumn 2000. The value of Customs and Inland Revenue land and buildings cannot therefore be disclosed on grounds of commercial
confidentiality.

Mr. Baldry: To ask the Chancellor of the Exchequer what hours Her Majesty's Customs and Excise will be working over the Christmas
and New Year period 1999-2000; and if those hours differ from arrangements in previous years. [98045]
Dawn Primarolo: The Department expects to have staff on duty round the clock throughout the Christmas and Millennium holidays. The
levels of staffing will be determined locally by managers who will judge the relative level of risk from smuggling or other forms of
evasion. There is no reason to expect the levels of attendance at Christmas to be different from previous years except where changes
to traffic or other local factors have led to changes of risk.
Special arrangements have been made for the Millennium holidays. Some 350-400 staff attendances will take place during the holidays
to ensure IT and building systems are working correctly. For operational staff the numbers of staff on duty will be determined
throughout the period by local managers again according to perceptions of risk and other needs. Managers will make these judgments
taking into account the plans of shipping/airline companies to ensure that staffing levels are kept to the minimum necessary to meet
the risk.

Mr. Flynn: To ask the Secretary of State for the Home Department what estimate he has made of the number of cases of corruption
involving (a) police, (b) prison and (c) customs officers which have involved illegal drugs in each of the last five years.

Mr. Charles Clarke: Information is held centrally only on the number of police officers convicted of offences of corruption. The
total for each of the last five years is shown in the table. The figures held centrally do not indicate those cases which involved
drugs:

In the case of the Prison Service, centrally held records (which are not necessarily complete) show that since December 1993, two
prison staff have been dismissed and one member of staff resigned, following allegations that they have been involved in supplying
or procuring illegal drugs.
I understand from Her Majesty's Customs and Excise that one officer resigned in 1996, one was dismissed this year and another
officer is currently suspended following the investigation of cases of drug related corruption.

Ms Lawrence: To ask the Chancellor of the Exchequer what changes are proposed to the Customs and Excise departmental expenditure
limit or running costs limit for 1999-2000. [97918]
Dawn Primarolo: There are currently no plans to change the overall Departmental Expenditure Limit of HM Customs and Excise. However,
subject to Parliamentary approval of the necessary Supplementary Estimate for Class XVI, Vote 3 (HM Customs and Excise:
administration) the Voted element of the Departmental Expenditure Limit will be increased by £14,270,000 from £897,293,000 to
£911,563,000. The increase reflects changes arising from a barter deal transaction associated with the award of a PFI contract for
the provision of IT services. This increase will be offset by a matching reduction in the non-voted element.
