Mr. Beith: To ask the Secretary of State for the Home Department how many cases of reported drug use there were in Prison Service
establishments in England and Wales (a) in each of the last 12 months and (b) in each of the last five years for which figures are

Mr. George Howarth: Provisional information for 1998 showing the number of drugs offences by prisoners proved at prison adjudication
are given in the table. In addition, 831 prison visitors were arrested for drug related incidents at a prison in England and Wales
between January and September 1998. Figures for prison visitors arrested for drug offences for the last 5 years are shown in the
table.
Information regarding the number of drugs offences proved at prison adjudication are published in "Prison statistics England and
Wales" (table 8.5 of the 1997 edition, cm 4017) and before 1997 in successive volumes of "Statistics of offences against prison
discipline and punishments England and Wales" (tables 8 and 9 for 1994-96 and tables 11 and 12 for 1992-93). Copies of these
publications are in the Library.

Mr. Kirkwood: To ask the Secretary of State for Scotland what steps he plans to take to limit increases in the abuse of heroin.

Mr. Galbraith: The Government have already taken a number of measures to enhance our response to drug misuse, including heroin.
In October my hon. Friend the Minister for Home Affairs and Devolution and I announced an additional £5 million package of measures
between now and March 2000. This included £2 million backing for new initiatives to cut drug crime, such as drug treatment and
testing orders and more intensive probation; a £2 million boost to NHS drug treatment funding; a multi-agency blitz to reclaim
communities in the grip of drug dealers; and the establishment of a new national drug prevention team to work with Drug Action
Teams. Specifically on heroin, we have made £300,000 available to the Health Education Board for Scotland for new work to combat the
threat to young people from cheap heroin.
In addition, we expect to issue an enhanced drug strategy framework for Scotland in the first part of 1999 and this will take
account of the current concerns about increased heroin misuse.

Mr. George Howarth: We have no present plans to introduce a needle exchange scheme in prisons in England and Wales. The arguments in
favour are counter-balanced by the risk of increasing the number of needles in circulation and undermining the need to deter and
prevent drug misuse. The Prison Service, however, continues to monitor developments in the field, both at home and abroad.

Mr. McLeish: The level of resources deployed by the Lothian and Borders Police on drugs issues is an operational matter for the
Chief Constable within the funding level set by the Police Board. During the period 1996-97 to 1998-99 Lothian and Borders Police
GAE funding has increased by 9.2 per cent. This has enabled the Force to sustain high profile operations such as the recent highly
successful Operation Foil directed against heroin use.

Mr. Kirkwood: To ask the Secretary of State for Scotland what guidance has been made available to the courts on a consistent
sentencing strategy for heroin users and dealers. [64313]
Mr. McLeish: It is not a function of my right hon. Friend to give guidance to the courts on sentencing. The Appeal Court gives
guidance to other courts through its appeal decisions, and in disposing of appeals it has the power under Section 118 of the
Criminal Procedure (Scotland) Act 1995 to pronounce an opinion on the sentence which is appropriate in any similar case. The courts
can and do make use of a wide range of penalties provided for drugs offenders, depending on the varying circumstances of each case.
Heroin is a Class A drug in terms of the Misuse of Drugs Act 1971 and as such its possession and supply are subject to tough maximum
penalties, including life imprisonment in the case of supply. In the case of drug traffickers there is a mandatory minimum sentence
of seven years on conviction of a third offence.

the level of illegal drug use in prisons in England and Wales. [62185]
Mr. George Howarth: In May this year, I launched the Prison Service Drug Strategy which set out a framework for improving the
assessment and treatment of drug misusers in prison and for reducing the supply of drugs into prison. Since then, the Prison Service
has been allocated an extra £76m over the next three financial years from the Comprehensive Spending Review to implement that
strategy. Prison Service officials are currently working with the United Kingdom Anti Drugs Co-ordination Unit, probation services
and external drugs agencies to create specifications, services and outputs, and to identify the specific needs of individual prisons
and groups of prisoners.

Mr. Crausby: To ask the Secretary of State for the Environment, Transport and the Regions if he will take steps to ensure that
social landlords offer accommodation to homeless people with drug problems. [61159]
Mr. Raynsford: The White Paper "Tackling Drugs to Build a Better Britain", issued in April 1998, sets out the Government's
anti-drugs strategy for the next 10 years. This includes a proposal that senior representatives of local housing authorities are
included in the core, multi-agency membership of Drug Action Teams, to ensure that housing initiatives are included in local
strategies designed to meet the needs of people with drug problems. In addition, the new body to tackle rough sleeping in London,
where the problems are most intense, will put in place a programme of outreach support and hostels which will target the needs of
people with drug problems who sleep rough in the Capital and who are not ready to move directly into a permanent social tenancy.
Under the homelessness legislation, local housing authorities must assist people who are unintentionally homeless and vulnerable
because of ill health or other special reason; this includes those who are vulnerable because of drug problems. And in allocating
permanent social tenancies, local housing authorities must give reasonable preference to persons with medical or welfare problems,
among others. Registered Social Landlords (RSLs) already provide 700 units of supported accommodation specifically for people with
drug problems, and also manage a number of hostels for homeless people which provide support for this client group. The Housing
Corporation is currently developing good practice guidance for RSLs on strategies for providing residential services to drug users,
in conjunction with the United Kingdom Anti-Drugs Co-ordinator.

Mr. Ingram: The current strategy for tackling the drug problem in Northern Ireland was published in 1995. With the appointment of

Sir Robert Smith: To ask the Secretary of State for Scotland what estimate he has made of the percentage of prisoners who have (a)
drug and (b) mental health problems; and if he will make a statement. [60448]
Mr. McLeish: This information is not readily available. However, in the year 1 April 1997 to 31 March 1998, from 7,070 samples
tested under the mandatory drug testing programme, 29 per cent. of prisoners tested positive.
The rate of psychological disturbance in the prison population is not clear but research suggests that, excluding drug dependence,
alcohol dependence and personality disorder, it is estimated to be twice as high as in the general population.
The following is a summary of information contained in the Third Prison Survey, relating to drug and mental health problems, which
was published earlier this year:
(a) 44 per cent. of prisoners reported that they had used drugs in prison at some point during the past 6 months and 5 per cent.
reported injecting drugs during the same period: and
(b) 32 per cent. of prisoners reported feelings of depression "fairly often" or "very often" and 9 per cent. reported experience of
suicidal thoughts with similar frequency in the past 6 months.

Mr. Flynn: To ask the Secretary of State for the Environment, Transport and the Regions what results are available of the police
pilot sweat/saliva tests of drug use among drivers in Strathclyde, Sussex, Cleveland and Lancashire. [60322]
Ms Glenda Jackson: I refer my hon. Friend to the answer I have him on 24 February 1998, Official Report, column 146.
The trials undertaken by the police in March and April this year were for the purpose of assessing two examples of drug screening
equipment for their practicality, robustness and suitability for general day-to-day police work, and not to detect drug use amongst
drivers. The Department has discussed the outcome of the trials with the equipment suppliers.
