Mr. Steinberg: To ask the Chancellor of the Duchy of Lancaster what plans he has to publish the efficiency review on managing
attendance in the public sector. [52204]
Dr. David Clark: This report was commissioned as part of the Comprehensive Spending Review, and copies have today been placed in the
libraries of both Houses. The report's findings on best practice will be used to develop a programme to help improve attendance
across the public sector.

Mr. Livsey: To ask the Chancellor of the Exchequer what options are under consideration for the Royal Mint; and if he will indicate
in respect of each option whether consultants have been engaged. [49417]
Mrs. Liddell: The terms of reference for the review of public/private-partnership options for the Royal Mint are:
To advise Treasury Ministers on the options for a public/private partnership for the Royal Mint to enable it to take advantage of
new commercial opportunities. In considering these options, the review will take into account the views of affected stakeholders and
assess the implications for: the security and competitiveness of supply of UK circulating coins; the net cost to Government of UK
circulating coins; possible UK entry into stage 3 of economic and monetary union; enhancing the Royal Mint's ability to take
advantage of existing and new commercial opportunities; the public-policy aspects of coinage, including design, choice of
denominations and commemorative issues; the staff of the Royal Mint, including their conditions and terms of service; the need for,
and requirements of, legislation; and the speed with which change can be implemented.
The review will also employ consultants to advise on (i) potential purchasers and partners, including institutional investors, for
the Mint; (ii) the current market for coin supply, feeding into our consideration of how privatisation might be effected and
competitiveness of supply ensured; and (iii) the impact of the euro.
The review will report to Treasury Ministers by the end of September.
All options, including full and partial sale and other forms of private-sector involvement, will be considered by the review.

Mr. Benton: To ask the Secretary of State for Northern Ireland what progress has been made in relation to the Review of Trust Ports
in Northern Ireland announced on 26 August 1997; and if she will make a statement. [41803]
Marjorie Mowlam: The Review of Trust Ports in Northern Ireland which I announced last year has now been concluded. In general, the
review findings serve to reinforce the strategic importance of the commercial Trusts Ports in relation to the Northern Ireland
economy. However the review has identified the need to broaden and extend the powers of the commercial Trust Ports and to ease the
financial controls under which they currently operate, to enable them to meet the challenges of the future. Further detailed
consideration will now be given to these recommendations with a view to bringing forward suitable legislation at the earliest
opportunity.
During the course of the review, Belfast Harbour Commissioners submitted to the Department of the Environment (NI) a proposal for
the future development of the Port of Belfast. This followed careful consideration by the Commissioners of a range of possible
future options. BHC's preferred option envisaged the transfer of the Port to the private sector by means of a placed flotation and
the establishment of a public/private partnership, through the retention by the Government of a golden share in the successor
company.
The Harbour Commissioners consider that such a change to the status of the port is necessary to assure its long-term viability and
competitive position, and offers the benefit of enabling the successor company to raise private equity and debt to finance its
future development. The golden share arrangement is intended to ensure that the wider interests of the Northern Ireland economy are
safeguarded.
The Department accepts that transfer of the port to the private sector and the establishment of a public/private partnership, as
outlined in BHC's proposal, represents the best option for the future and will enable the port to realise its full commercial
potential. Accordingly the Department has today conveyed to BHC its agreement, in principle, to the proposal (subject to certain
conditions) and invited the Commissioners to further develop the proposal with a view to bringing forward a Scheme for the
Department's detailed consideration. Under the Ports (NI) Order 1994, any such Scheme will be subject to public consultation.
There are no plans to change the current status of any other Trust Ports in Northern Ireland: However, following the review, in
addition to widening the powers and easing the financial controls on the other commercial Trust ports, further consideration will
now be given to improving their accountability by increasing District Council representation on the boards.

Mr. Reed: To ask the President of the Board of Trade what plans she has for the future financing and organisation of the Post
Office; and if she will make a statement. [38232]
Mrs. Beckett: Following consultations last year with the main interested parties and in the light of the Third Report of the Trade
and Industry Select Committee, I have commissioned the next phase of the review of the Post Office.
Our objective is to establish a framework for the Post Office that will enable it to meet successfully the challenges and
opportunities ahead. It is important that we have an effective postal service which meets the commercial and social needs of the
country.
The terms of reference of the next phase of the review are:
The Government are committed to the Post Office remaining in the public sector and continuing to provide a universal postal service
at a uniform tariff and a nation-wide network of post offices. Against that background, the review will make recommendations on the
Post Office's future organisation, structure and financing which will best deliver:
greater commercial freedom to enable it to compete effectively in the UK and overseas; and
improved efficiency, effectiveness and service standards.
The review is to take account of the ways in which overseas competitors and analogous organisations are facing, or being set to
face, the challenges of the changing market, and is to consider in particular:
a range of options for partnership with the private sector (such as joint ventures) and for the involvement of employees and
customers;
how best to ensure fair competition in postal services;
the role of Post Office Counters in the delivery of Government services; and
the Crown Office conversion programme.
The Government hope to announce their proposals in the Autumn.
In the meantime, to help it meet the challenges that are already evident, I am extending the current limited freedom that the Post
Office already has for international joint ventures to the domestic market.
