Mr. Clappison: To ask the President of the Council how much is to be spent in 1998-99 on prevention and treatment services for drug
abuse; and how much is planned to be spent on these services in each of the next three years. [51117]
Mrs. Ann Taylor: Figures for 1998-99 could be provided only at disproportionate cost. The figures available, as collected for the
Government's Comprehensive Spending Review, relate to 1997-98. In that year, expenditure on drugs prevention and education is
estimated to have totalled £50 million. This included central Departments' funding and a proportion of teacher time spent on drugs
education in the classroom. Funding for treatment interventions, relating primarily to health and social services projects, and
anti-drugs initiatives in the Prison Service, is estimated to have amounted to £103 million. In the same year, expenditure on
international supply reduction, including HM Customs and Excise, is estimated to have amounted to £153 million; and on proactive
drugs enforcement, £77 million.
On 14 July, we announced that extra resources, amounting to £188 million in total up to 2001-02, will be made available to fund
proactive work to tackle drug misuse under the anti-drugs strategy. Details of the breakdown of this expenditure will be announced
in due course.

In 1997/98 this stood at £37.2 million. In the current financial year the special allocation is £41.3 million, an increase of 11 per
cent.
The Department also administers the Specific Grant for making Payments to Voluntary Organisations Providing Services for Drug and
Alcohol Misusers, which will distribute £2.5 million in 1998/99.

Mr. Flynn: To ask the Secretary of State for Health what assessment he has made of the recent Swiss pilot scheme for the provision

Ms Jowell: There is already experience in the United Kingdom of prescribing the diamorphine (pharmaceutical heroin) albeit only for
a small number of people in drug treatment. The Swiss trials indicate that it is feasible to use diamorphine under strictly
controlled conditions as part of a comprehensive social and psychological intervention. In the absence of any comparative trials it
is difficult to determine the value of the diamorphine provision as distinct from other aspects of the treatment package.
We will look carefully at the outcome of the New York conference on heroin maintenance that took place on 6 June 1998 and will be
represented at the United General Assembly Special Session on drugs in New York this month.

Mr. Flynn: To ask the Secretary of State for Health what sums the Government have allocated to drug treatment services specialising

Ms Jowell: The Department has given £555,000 in 1998/99, £1,055,000 in 1997/98, £1,055,000 in 1996/97, £555,000 in 1995/96 and
£968,000 in 1994/95 to Alcohol Concern to run a grants programme specifically for alcohol treatment services.
The Department provides a cash contribution to health authorities to purchase drug services under a special allocation. In each of
the last five years, the special allocation for drug services was £41.3 million in 1998/99, £37.19 million in 1997/98, £33.39
million in 1996/97, £26.75 million in 1995/96 and £25.50 million in 1994/95.
The Department also administers the specific grant for making payments to voluntary organisations providing services for drug and
alcohol misusers, which will distribute £2.5 million in 1998/99, and has previously distributed £2.5 million in 1997/98, 1996/97 and
1995/96, and £2.4 million in 1994/95.

Ms Jowell: The National Health Service regional drug misuse databases collect data on people presenting to services with a drug
problem in England and Wales, either for the first time or after a gap of 6 months or more. Data for England are collated centrally
by the Department, including details of the main drug and any other drugs of misuse (a maximum of five can be recorded). The most
recent statistics published for England are given in the Department's Statistical Bulletin "Drug Misuse Statistics for the six
months ending September 1996". Information for this period is given in the table.

Our 10 year strategy for tackling drug misuse, Tackling Drugs to Build a Better Britain, aims to ensure that all problem drug

Mr. Milburn: Expenditure in 1997/98 was within the framework of existing plans. For 1998/99, the Department has, within existing
resources increased the special drug misuse allocation to health authorities for the development of services for drug misusers from
£37.2 million to £41.3 million; agreed to grants of £1.3 million for a number of voluntary organisations carrying out drug treatment
and prevention work under Section 64 of the Health Services and Public Health Act 1968; placed a £2 million contract with the Health
Education Authority; and planned to invest a further £3 million on drug prevention activity during the course of the year.
My right hon. Friend the President of the Council announced publication of the new drugs strategy on 27 April 1998, Official Report,
columns 26-41. All future anti-drugs activity and expenditure by the Government will then be developed in accordance with this
strategy.

Mr. Wigley: To ask the Secretary of State for Wales how much Government money was spent in Gwynedd on substance misuse services and

Mr. Win Griffiths: North Wales Health Authority spent £392,000(i) in 1995/96, £440,000 in 1996/97 and £468,000 in 1997/98 on
substance misuse services in the area of Gwynedd unitary authority.
£142,000 was spent by Gwynedd County Council on alcohol or drug misuse in 1995/96, £25,000 by Gwynedd Unitary Authority in 1996/97
and the latest budget information suggests that the authority will have spent £64,000 on drug or alcohol misuse in 1997/98.
This excludes indirect Government expenditure on substance misuse services in Gwynedd. The Welsh Drug and Alcohol Unit for example,
which is funded by the Welsh Office, provides practical and administrative support throughout Wales to those involved in combating
drug and alcohol misuse. The Welsh Office also provides grant funding to organisations such as Cyngor Alcohol Information Services
which is based in Conwy but provides a range of information, counselling, residential and treatment services for persons in North
Wales experiencing alcohol and drug related harm.

Mr. Simon Hughes: To ask the Secretary of State for Health what was the NHS expenditure on services to drug users in each of the

Mr. Milburn: Health authorities purchase drug services from general Hospital and Community Health Service allocations. Funding for
drug services is also provided under a special allocation, which is a contribution, not a cash limit. Health authorities can draw on
general allocations for further money if they so decide, and will also fund treatment from other budgets. Health authorities are not
required to return records of their total expenditure on drug services and a total figure for annual National Health Service
expenditure on drug services is not held centrally.
In each of the last five years, the special allocation for drug services was as follows:

As part of its contribution to the Cross-Departmental Review of Illegal Drugs, the Department is working with the Substance Misuse
