Mr. McLeish: [holding answer 24 November 1997]:
Over the period concerned no one has been recorded as having a charge proved where the "reckless supply of solvents" was the main
offence. The table below provides information on the number of persons with a charge proved where the main offence was "reckless
conduct" and "culpable and reckless conduct", which are common law offences under which the supply of volatile substances in the
knowledge that they would be abused may also be charged. It is not known how many, if any, of these figures involved solvents.

Mr. Dalyell: To ask the Secretary of State for the Home Department pursuant to his answer of 27 October, Official Report, column
574, which department will be responsible for the campaign against drug misuse in Scotland. [15764]
Mr. Galbraith: I have been asked to reply.
As my right hon. Friend the Secretary of State for the Home Department indicated in his reply of 27 October, the Scottish Executive
will assume the current responsibilities of my right hon. Friend the Secretary of State for Scotland and my right hon. and learned
Friend the Lord Advocate. The reply made it clear that these responsibilities would include drug misuse issues such as health,
treatment and education and enforcement of drug misuse legislation in Scotland. Responsibilities on education would cover
advertising and prevention campaigns on drug misuse.

Mr. Dalyell: To ask the Secretary of State for Scotland what follow-up action has been taken in respect of the Advisory Council on
the Misuse of Drugs report on Ecstasy misuse. [12855]
Mr. Galbraith: The results of this work were made known to Parliament on 28 February 1997 in a written answer to the hon. Member for
Essex, North (Mr. Jenkin), Official Report, columns 442-43. The Government are using the Advisory Council's advice to inform work on
future drug education strategies and campaigns and ensure that messages and advice for young people and parents about the risks
associated with ecstasy are as well informed and accurate as possible. The information was shared with the Health Education Board
for Scotland, The Scottish Advisory Committee on Drug Misuse and the Scottish Against Drugs Campaign.

Mr. Salmond: To ask the Secretary of State for Scotland what arrangements are in place for monitoring the use and effectiveness of
methadone as a heroin substitute. [11271]
Mr. Galbraith: Arrangements for the delivery of substitute prescribing programmes, including monitoring the use and effectiveness of
services, are a matter for local consideration in the first instance. The use and effectiveness of substitute prescribing programmes
are issues addressed in new national guidance on drug misuse services which has been prepared by my department, discussed with the
Scottish Advisory Committee on Drug Misuse, and is now the subject of wide consultation.
An additional £1 million is being made available to health boards in this financial year to fund shared care arrangements for drug
misusers, which will include monitoring and evaluation of projects.

Mr. Salmond: To ask the Secretary of State for Scotland if he will make a statement on the Government's policy on the use of
methadone as a heroin substitute for heroin addicts in Scotland. [11270]
Mr. Galbraith: Substitute prescribing, including the use of methadone as a heroin substitute, is a method of harm reduction which
has an important part to play in tackling drug misuse in Scotland. It needs to form part of a comprehensive package of care tailored
to the individual needs of the drug misuser, which includes counselling and support and supervision of the taking of the drug, to
prevent leakage onto the illicit market.
My Department is issuing detailed guidance on good practice in substitute prescribing to all GPs and relevant health professionals
in Scotland.

Lord James Douglas-Hamilton: [holding answer 20 March 1997]: The resources available to Scottish health boards and the state
hospital for HIV/AIDS and drug misuse services in 1995-96 and 1996-97 are set out in the tables. Provision of £25.659 million has
been made available for these services in 1997-98, but the individual budgets have not been finalised.
