On 12 March 2026, alongside the launch of the Scotland Defence Growth Deal, we announced a £10 million investment to support the creation of two Defence Technical Excellence Colleges, including one in the West of Scotland. The colleges are being developed in partnership with Colleges Scotland.

We remain in consultation with Colleges Scotland about the priorities, resources and location of the colleges.

We are also awaiting a response from the Scottish Government regarding match-funding the UK Government’s £10 million investment. We hope discussions on securing match funding for Scotland’s second Defence Technical Excellence College can start soon.

On 12 March 2026, as part of the Scotland Defence Growth Deal, we announced our stated ambition to establish two Defence Technical Excellence Colleges, aligned to support the defence clusters in the East and West of Scotland. This was contingent on the Scottish Government providing match-funding for our £10 million investment.

On the same day, together with the Secretary of State for Scotland, I wrote to Scottish Government ministers seeking this commitment. We are still awaiting their response.

As part of the Defence Industrial Strategy, £20 million was allocated to skills initiatives in Scotland, Wales and Northern Ireland. Through the Scottish Defence Growth Deal framework, we are currently engaging with a wide range of stakeholders including government, industry and academia to understand the key skills gaps for Scotland’s defence sector and how this funding should best be used to address them. This includes exploring the concept of a Scottish Defence Technical Excellence College.

To meet growing demand for a skilled workforce, we have announced a £182 million skills package as part of the Defence Industrial Strategy that will attract, develop and retain a high-skilled, well-paid UK defence workforce both now and into the future. We will work closely with industry on this package including through the newly established Defence Industrial Joint Council.

This funding includes investment in five Defence Technical Excellence Colleges which will be appointed through a fair and transparent application process run by the Department for Education, working with the Ministry of Defence. Defence Technical Excellence Colleges will be recognised for provision of high-quality teaching, curriculum and effective collaboration with local employers. This aims to provide clear pathways into defence sector jobs for learners. All general further education colleges in England will be able to apply, subject to meeting specific eligibility criteria. Further details on the process and criteria will be published in due course.

Each Defence Growth Deal will be bespoke to their location and we will work with devolved and local Governments, industry and academia to shape the Deals in a way that is best for that area. This includes developing monitoring and evaluation frameworks that align with the Government’s Plan for Change.

The Department for Education, working with the Ministry of Defence, Defence Technical Excellence Colleges and partners in the skills system, will design a monitoring and evaluation framework that helps support successful delivery of key objectives. This includes boosting defence related skills provision and ensuring clear pathways into defence sector jobs; high quality teaching practice and curricula in defence-related courses; and leveraging employer engagement and investment in defence-skills provision.

Defence Technical Excellence Colleges will be recognised for their high-quality provision, including in training curricula, for skills important to the defence sector, including those identified through the Strategic Defence Review and Defence Industrial Strategy. We will work closely with industry to identify their skills needs, including through the newly established Defence Industrial Joint Council.

No locations for Defence Technical Excellence Colleges have yet been chosen. They will be selected through a fair and transparent competition process, run by the Department for Education working with the Ministry of Defence. We expect the competition to be launched later this year. All general further education colleges in England will be able to apply, subject to meeting specific eligibility criteria. Further details on the process and criteria will be published in due course.

The Ministry of Defence, working with partners across Government, industry and the skills community, will oversee the £182 million investment to ensure the skills package is delivered effectively to boost skills in the sector.
