Our asylum accommodation providers have put in place a range of measures and additional support to enable households to comply with public measures on social distancing and self-isolation. This has included food parcels and other items for people who are unable to leave the house, provision of telephony for those who are isolating and do not have a telephone, as well as increased welfare contact for those who are isolating.

For those in dispersal accommodation, service user essential living needs -including for cleaning and sanitary items - are met through a weekly cash allowance.

All asylum seekers in our accommodation have access to our Advice, Issue Reporting and Eligibility (AIRE) service provider, Migrant Help. They can contact Migrant Help 24 hours a day if they need assistance or guidance on COVID-19 or other issues – including reporting any concerns with accommodation.

Asylum seekers are not going to be denied entry to the UK from red-list countries and their asylum claims will be processed as usual. The UK has a proud record of providing protection for asylum seekers fleeing persecution, and every asylum claim is considered carefully, sensitively and on its individual merits by caseworkers who receive extensive training. Those asylum seekers who arrive in UK through illegal means are treated the same as every other arrival and must quarantine for 10 days – this is in line with Public Health England guidance. They are transported to designated accommodation where providers will monitor their isolation period and as would be expected if they break restrictions, we expect the police to take enforcement action.

For asylum seekers supported under Section 4 of the Immigration and Asylum Act 1999 and who are accommodated in full board accommodation (such as hotels) a small weekly cash allowance is provided to allow for the purchase of essential items.

For those supported under Section 4 of the Immigration and Asylum Act 1999 in Dispersed Accommodation they continue to have cash loaded onto their card which can be used on a chip and pin basis in stores across the UK. However, for those asylum seekers who are shielding or self-isolating our service providers have extended their wraparound services and will assist with the provision of food and other items where required.

The attached table shows at column C the number of Border Force and UK Visas and Immigration employees who have been recorded as beginning a period of sickness absence due to COVID-19 symptoms.

Column D shows the number of employees recorded as beginning a period of isolation at home on paid special leave, either resulting from being identified as a close contact of someone with COVID-19 symptoms or because the employee themselves had been required to shield in line with Government guidance.

We do not hold data centrally on those employees who have mild symptoms and are well enough to continue to work from home, or who are isolating at home but are able to work from home and therefore do not need to take paid special leave.

Border Force does not collect the data on country of origin format unless there is an issue with non-compliance, therefore, we do not hold that level of data.

Border Force continue to operate a spot checking regime to support compliance with the PLF, and will balance the needs of this against a range of other factors, including the public health risk of queuing passengers in a confined space.

Border Force can issue fixed penalty notices (FPN) to passengers who have failed to complete the Passenger Locator Form (PLF) on arrival. The approach has been to use 4Es (engage, explain, encourage and enforce) to deal with arriving passengers who have not completed the PLF.

To date a total number of 11 fixed penalty notices have been issued.

For PLF completion Border Force do not distinguish between passengers arriving from exempt and non-exempt countries, so it is not possible to break down the FPN data further.

We are working on detailed plans to recommence resettlement arrivals as soon as it is safe and operationally viable to do so.

The resumption of refugee resettlement arrivals, including community sponsorship, remains dependent on a number of factors including: restarting flights from refugee host countries; the lifting of restrictions imposed by the governments of those countries and in the UK; the ability of our international partners to operate; the reopening of the UK’s visa application centres; local authority and central government capacity in light of COVID-19; and recovery of the asylum system from the impact of COVID-19.

We continue to closely monitor the situation and remain in regular dialogue with our international and domestic stakeholders.

It is not currently possible to undertake resettlement activity due to the impact of the coronavirus (COVID-19) pandemic.
