We have not made an assessment of this report. The UK has some of the best manufacturing in the world, and we are focussed on a competitive tax regime and supporting science and innovation to make the UK an even better place to do business. There are a number of global headwinds which are currently placing significant pressures on UK manufacturing, making it more important than ever that we stick to our long term economic plan for sustainable growth.

The Department for Transport is contributing over £7 billion of the £12 billion Local Growth Fund. This includes £475m reserved for major transport schemes too large for regular Growth Deal allocations. We expect that transport schemes will continue to feature strongly in Local Enterprise Partnerships’ proposals for further funding, though LEPs have flexibility in what they bring forward and how they use the funding.

The Skills Funding Agency does not hold not information on providers which have ceased trading.

Investigations will result either in no funding issues being identified or the identification of funds for recovery. Funds identified for recovery may have been mis-claimed in error or may be the result of potential fraudulent actions. The Skills Funding Agency is not a prosecuting authority so where an investigation indicates potential fraud the case is referred to the police. Fraud is not confirmed unless there is a successful criminal prosecution.

The table below shows the number of cases investigated, the number of cases where funds were identified for recovery (whether as a result of error or potential fraud), the number of cases referred to the police, the number of cases resulting in charges being brought and the outcome of prosecutions in each of the financial years 2011-12, 2012-13 and 2013-14. Note that where a case is referred to the police it may take a significant period (up to several years) for charges to be brought.

The successful prosecution as a result of an investigation in 2011-12 was of David Peters who worked as an assessor for Safetycor Ltd, a subcontractor to Exeter College and Wolverhampton College.

Government and its Arm's Length Bodies have helped deliver a strong sporting legacy from London 2012, including 1.65 million more people playing sport regularly than when London won the bid for the Games back in 2005; over £1 billion over 4 years invested in youth and community sport; £150 million a year for primary school sport in the 2013-14 academic year and the following two years; and a 13% increase in funding for elite sport for the four years leading to Rio 2016.

The Olympic and Paralympic Legacy Cabinet Committee met during the last parliament and was not reconstituted in this parliament. Its membership covered a wide variety of government departments, reflecting the breadth of the government and Mayor of London's legacy plans. The responsibilities and the budget of the Olympic and Paralympic Legacy Unit now fall within the DCMS sport team.

The UK is a great place to start a business, with an increase of 760,000 businesses between 2010 and 2014. There are more women-led businesses in the UK than ever before - around 1 million (20%) of all Small and Medium sized Enterprises. But we know more needs to be done to ensure we create the right environment for women to start and grow their own businesses.

Women can benefit from the full range of wider business support available from government. This includes Start-Up Loans which provides funding and intensive support to new entrepreneurs (38% of Start-Up Loans have been awarded to women); and the New Enterprise Allowance which provides a business mentor and access to financial support for Jobseeker’s Allowance claimants who want to start their own business (37% of NEA loans have been awarded to women).

We have developed a specific web page on the Business is Great website for potential and existing female entrepreneurs to find out what help is available to them (http://www.greatbusiness.gov.uk/women-in-enterprise/). We are also currently undertaking research to increase our understanding of the best way to reach female entrepreneurs.

The payments that UK Anti-Doping receives from third party countries ensures the UK's anti-doping programme is not compromised by its international work.

Employers with a pay bill of less than £3 million will not have to pay the levy. This is more than 98% of all employers. These employers will continue to have access to government funding to support apprenticeships. We will provide further details on the support available later this year.

UK Sport’s investments in sports are made on a quadrennial rather than yearly basis, with all investment decisions and levels reviewed annually.

In the current 2013-17 Rio Olympic and Paralympic cycle, UK Sport are investing around £350 million in the Summer Olympic and Paralympic sports, and a further £31 million in the Winter Olympic and Paralympic sports, targeting success in PyeongChang 2018 and Tokyo 2022.

I have placed in the House Library a copy of the exchange of correspondence from February 1984 between the Secretary of State for Employment and the General Secretary of the TUC.

The Government agrees it is critical that all students acquire the essential literacy and numeracy skills they need to make the most of their courses and progress into a fulfilling career.

Alongside the reforms to raise standards in schools and increase the number and quality of apprenticeships, our Higher Education Green Paper sets out further measures to ensure all students benefit from high-quality teaching.

Decisions about which students to admit is ultimately a matter for individual institutions, but by lifting the cap on student numbers we are ensuring that more students can benefit from higher education than ever before.

The conditions under which we will devolve funding to combined authorities are set out in the relevant devolution agreements. When funding has been devolved the Combined Authority will be responsible for allocations to providers and the outcomes to be achieved, consistent with statutory entitlements. Government will not seek to second guess these decisions, but it will set proportionate requirements about outcome information to be collected in order to allow students to make informed choices.

A large number of arts and cultural organisations funded by Arts Council England work to ensure that all children get the opportunity to visit, experience and participate in arts and cultural activities. In 2012 –15, 65% of National Portfolio Organisations offered work for, by or with children and young people. During 2015-18 this number will increase to 82%.

In addition to this, the Arts Council provide £10 million a year to fund a network of Bridge organisations and recently launched the Cultural Education Challenge. Both of these initiatives aim to link up the cultural and education sectors, to give children and young people access to great arts and cultural opportunities.

The Government has published detailed Impact Assessments for the Bill - on the Trade Union Bill, on the Reporting of Facility Time in the Public Sector, and on the Prohibition on Deduction of Union Subscriptions from Wages in the Public Sector. At a meeting with Peers in December, Ministers committed to publishing prior to the Lords Committee stage of the Bill, and they were published in good time on 21 January.

The Trade Union Bill's impact assessment has been subject to scrutiny by the independent Regulatory Policy Committee, and its opinion has been published alongside the impact assessment.

They were reviewed and approved by the relevant Ministers in the Department for Business, Innovation and Skills and the Cabinet Office. The Permanent Secretary has been kept informed of progress on all stages of the Bill.

Policy officials and analysts in both Departments have worked together to produce the impact assessments as quickly as possible while ensuring that the analysis was thorough.

We have not asked civil servants working on the Bill in the Department for Business, Innovation and Skills and the Cabinet Office to fill out time sheets.

We do not record which particular documents each special adviser reads. Special advisers have access to departmental papers in line with the Special Advisers' Code of Conduct and provide advice to Ministers.

Funding responsibility for the Apprenticeship Programme is shared between the Department for Business, Innovation and Skills which funds adult apprenticeships and the Department for Education which funds 16-18 year olds. This is a demand-led budget and not allocated to any particular sector. Employers and providers are relied upon to work together to offer sufficient opportunities to meet local demand.

For the 2015/16 financial year, the Department for Business, Innovation and Skills will provide £770million to fund apprenticeships for those aged 19+ and the Department for Education will provide £797.5million to fund apprenticeships for those aged 16-18.

The government does not believe in fixed quotas for board representation. However we have an ambition that all sports' boards should have at least 25% female representation by 2017. The government’s recently published sport strategy ‘Sporting Future: A New Strategy for an Active Nation’ states that UK Sport and Sport England, along with the other Home Nations' Sports Councils, will agree a new UK Sports Governance Code by September 2016 to strengthen existing commitments, including the ambition on female representation on boards. This new governance code will be mandatory for all sports bodies seeking public funding in the next funding period.

We did not provide financial support to the exhibition Sand in My Eyes: Sudanese Moments at the Brunei Gallery, which is co-presented by the Brunei Gallery, SOAS and the Embassy of the Republic of Sudan.

We are aware that the Sudanese Ministry of Foreign Affairs are supporting the exhibition, however no formal assessment has been made whether the exhibition has received funding from the Government of Sudan or the Sudanese National Intelligence and Security Services.

The human rights situation in Sudan remains of serious concern; HMG consistently raise our concerns with the Government of Sudan and armed opposition groups and, where relevant, in the UN.
