Mr. Kirkwood: To ask the Secretary of State for Scotland if he will issue guidance to Scottish local authorities to require them to
provide free school transport for all children whose families are in receipt of means-tested benefits. [17206]
Mr. Wilson: [holding answer 1 December 1997]: No. It is entirely a matter for each authority to decide whether or not to provide
free school transport, taking account of individual circumstances.
