We are promoting the Low Carbon Buildings Programme through the Sustainable Schools website and have made local authorities aware of the programme through our regular communications channels, and promoted the scheme at major conferences and events. Further details can be obtained from:"http://www.teachernet.gov.uk/sustainableschools/search/search_results.cfm"The Government require all new school buildings to reduce carbon emissions from new school buildings by 60 per cent. through a combination of energy efficiency measures and renewable energy systems, and provides additional funding to all new secondary schools within BSF (Building Schools for the Future), academies and One School Pathfinder programmes for this purpose. There are also requirements within building regulations and local planning requirements that encourage microgeneration for new buildings.

Mr. Chaytor: To ask the Secretary of State for Education and Employment if he will make it his policy to require Oxford and Cambridge universities to provide his Department with the information they collect in respect of admissions to constituent colleges categorised by previous educational establishment for each of the last five years; and if he will publish this information. [156670] Mr. Wicks: [holding answer 2 April 2001]: Cambridge and Oxford University have published information on admissions for entry in 2000 from both the maintained and independent sector, disaggregated by college. The relevant extracts are in the tables. These data are not collected centrally and the universities themselves are responsible for its accuracy. The data have not been collected in the same way for each of the last five years. We welcome the publication of this information, and the steps taken by both universities to widen participation. Mr. Chaytor: To ask the Secretary of State for Education and Employment what assessment he has made of the role of further education colleges in supporting new curriculum developments in vocational education for 14 to 16-year-olds; and if he will make a statement. [107971] Mr. Wicks: [holding answer 9 February 2000]: The Schools Standards and Framework Act 1998 allowed Further Education colleges to provide secondary education at key stage 4. In addition, regulations made under section 363 of the Education Act 1996 allow schools to disapply parts of the key stage 4 National Curriculum for certain pupils to enable them to spend more time on work-related learning. Many schools are now working in partnership with colleges and taking advantage of this flexibility to deliver work-related learning and vocational courses. For example, we have launched a programme to support local work-related learning projects. There are over 180 projects, and around two-thirds of these include school-college links. Such links can: help pupils acquire the skills and knowledge needed in employment; enable schools to enhance their curriculum with vocational options (G/NVQs and Key Skills); and make Further Education facilities and teaching expertise available to schools. Further measures are being introduced to promote work-related learning through college links with Fresh Start schools. The Department has commissioned the National Foundation for Education Research to carry out an evaluation of how the regulations are being used in practice. The evaluators will interview schools, FE colleges and others involved in delivering extended work-related learning and vocational courses. The final evaluation report is due at the end of 2000.

Dr. Whitehead: To ask the Secretary of State for Education and Employment what is the value of EU-funded programmes to schools, colleges, training boards and students in (a) Southampton, (b) Newcastle, (c) Hull, (d) Sheffield, (e) Manchester, (f) Rotherham, (g) Dover, (h) Bristol, (i) Bath, (j) Sunderland (k) Birmingham and (l) Leicester. [98575] Mr. Wicks: The principal EU programmes for which my Department has responsibility are the European Social Fund, the Socrates and Leonardo da Vinci education and training action programmes and the Youth Programme. These programmes operate differently in a number of ways. With the major exception of the European Social Fund, most of their activities include transnational activity, i.e. where a UK project promoter receives co-funding from the EU to mount a project involving the UK and one or more participating country. Moreover, while project funding data may relate to an applicant organisation in a particular town, activity may take place elsewhere, or involve participants from other towns or areas. It is therefore not currently possible in many instances to disaggregate the data to be able to say exactly how much funding goes to education and training institutions in individual cities or areas, without contacting all the individual institutions concerned. We are working with the European Commission and other member states to simplify the bureaucracy necessary to run these programmes. Data are currently available, broadly in the format requested, relating to the total funding under the European Social Fund, the Leonardo da Vinci training programme and the Erasmus Action (Higher Education) of the Socrates Programme. They are set out in the table. It should be noted that in the case of the European Social Fund, an additional £141 million were paid out in 1998 to projects in England following a central application.
