Mr. Hammond: To ask the Deputy Prime Minister whether it will be possible for fire authorities to repay transitional funding
received from his Department in connection with the modernisation programme in the timescale originally required. [181563]
Mr. Raynsford: The Government's position remains that the transitional funding should be repaid in full and within the Spending
Review (SR2002) period. However, the Government recognises that there have been delays in the pay and modernisation process and
that, among other things, this could mean that we will be seeking to recoup the transitional funding less than a year after it has
been distributed to fire and rescue authorities. It is important that we get a clearer picture of the pressures fire and rescue
authorities may face, and the extent to which they are making efficiency improvements. To this end the Office of the Deputy Prime
Minister, Local Government Association and Chief Fire Officer Association officials are working to develop the evidence base.

Mr. Ivan Henderson: To ask the Secretary of State for Transport, Local Government and the Regions if he will announce the national
non-domestic rates multiplier for 2002-03; and if he will set out the basis of his calculations of the distributable amount of
non-domestic rates for 2002-03. [20987]
Mr. Raynsford: The non-domestic rate poundage (multiplier) for 2002-03 will be 43.7 pence. The amount of non-domestic rates in
England for 2002-03 to be redistributed to local authorities will be £16,626 million, although estimated payments into the pool in
2002-03 will be £15,887 million. The distributable amount includes a surplus brought forward from 2001-02 of £611 million and an
allowance of £128 million for an Exchequer payment to the non-domestic rates pool, to compensate for the shortfall which would
otherwise occur as a result of the regulations under section 58 of the Local Government Finance Act 1988 and the transitional relief
scheme, announced on 25 November 1999, Official Report, column 700.
The calculations for 2002-03, and the prior-year figures, on which this is based, are set out in the following table.

allowances for the costs and losses incurred by authorities in collecting non-domestic rates from ratepayers. 8. Item 1(ii)(c): City
Offset--the amount which the City of London will not be required to pay into the non-domestic rating pool. It is the amount which
will be retained by the City to meet its own expenditure. 9. Item 1(iii): net adjustment in respect of appeals and other amendments
to the rating list affecting liability for previous years rates settled in that year. 10. Item 2: the rateable value of non-domestic
hereditaments on the central rating list times the multiplier, less the net effect of transitional arrangements, and adjusted for
appeals and other changes in respect of previous years. 11. Item 3: the 1999-2000 figures for crown properties include an allowance
for the effect of transitional arrangements. For 2000-01 and 2001-02 almost all properties included in the crown list in previous
years are included in the local list figures at item 1. 12. Item 4: the contribution from central Government to offset the amount of
the Secretary of State's estimate of income forgone as a result of transitional arrangements established by regulations under
section 58 of the Local Government Finance Act 1988 and the transitional relief scheme, announced by written parliamentary question
on 25 November 1999, Official Report, column 770W.

Mr. Raynsford: No decision has yet been taken on whether to have a transitional rate relief scheme following the revaluation in
April 2000. Before making a decision we need accurate and detailed information on how the revaluation will affect rate bills. This
information will be available in the second half of this year, and we shall announce our decision then.

Mr. Oaten: To ask the Secretary of State for the Environment, Transport and the Regions what steps he intends to take to ensure an
effective transfer to the application to new dwellings of Part M of the Building Regulations (access and facilities for disabled
people). [52764]
Mr. Raynsford: I am today issuing a consultation paper on the transitional arrangements for the Building Regulations amendments
which I announced in March this year. These amendments will extend access requirements to new houses from October 1999.
I am proposing that the transitional provisions should ensure that new buildings where construction work starts on or after the
coming into force date of the regulations will in general be subject to the new Part M requirements. However, new buildings begun
after the coming into force date in accordance with full plans deposited with a local authority at least two months before that
date, or in accordance with plans covered by an approved inspector's plans certificate accepted by a local authority before the
coming into force date, will not have to comply with the new requirements.
In this way the transitional provisions will distinguish between cases where detailed design work has been completed and submitted
to the relevant building control body before the coming into effect of the regulations, and other cases. This will prevent
developers from giving premature building control notices simply in order to gain exemption from the new requirements for houses
that have not been designed and could not be built until long after the coming into force date.
The Department's consultation letter sets Wednesday 9 September as the deadline for receipt of responses. After assessing the
responses, and subject to the outcome of the separate process of notifying the technical changes to the European Commission, I
intend to make and publish the new regulations, and a revised Approved Document, in October.
Copies of the consultation letter are being placed in the Library.

Mr. Mitchell: To ask the Secretary of State for the Environment, Transport and the Regions what proposals he has to review the
financial allocations for the unitary authorities. [9355]
Mr. Raynsford: Under the local government reorganisation costs scheme, resources in the form of supplementary credit approvals are
made available to reorganising authorities to cover transitional costs. Final bids under the scheme for 1996-97 are being evaluated
and I expect to announce my decisions before the end of September.
We have invited bids for the mid-year review stage of the 1997-98 scheme, and expect to respond to these by the end of October.
