The administration of Jobcentre Plus is a matter for the Chief Executive of Jobcentre Plus, Lesley Strathie. I have asked her to provide the hon. Member with the information requested.Letter from Lesley Strathie, dated 26 April 2007:"The Secretary of State has asked me to reply to your question pursuant to the answer of 15th January 2007, Official Report, column 898W, on mental health asking what was MIND’s conclusions on quality assurance for the Condition or Disability training product. This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""Jobcentre Plus works with a range of partners including MIND in the development of training materials to support the implementation of the Jobcentre Plus Incapacity Benefit Adviser role. The ‘Working with Customers with a Health Condition or Disability’ training product was developed for staff and sent to MIND for their quality assurance prior to release. On this occasion MIND did not provide any comments or suggestions to the development of this product, however Mencap did respond and we took their comments into consideration.""I hope this is helpful."

This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""Any person requesting to make a clerical claim for a working age benefit can do so by filling in a clerical claim form. When handling such requests Jobcentre Plus staff will advise that other ways of initiating a claim are available and that these might be more convenient. Alternatives include claiming by telephone, which is our preferred channel, and claiming face to face.""Our Management Information does not record the number of requests made by our customers to complete clerical claim forms or whether or not a request for a clerical claim has been refused.""If a customer is unable to visit a Jobcentre Plus office because of a health condition or a disability, and they are unable to use the telephone or ask a third party to act on their behalf, home visits can be made to help conduct Jobcentre Plus business. Home visits can also be made where there is a suspicion of fraud.""There are currently six officers deployed on visiting duties covering the Hull and East Riding area including Beverley and Holderness. This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""Jobcentre Plus has an extensive range of training products designed to equip Nominated Officers [previously known as Visiting Officers] with the required level of benefit knowledge needed to provide all customers with accurate and reliable advice. These materials provide staff with general information about the benefits available, including the conditions of entitlement, how to deal with changes in circumstances and where they can get further help and guidance in order to support the customer's ""needs. They also receive training on other allowances and credits that may impact on the benefits that the customer is in receipt of, for example, Tax Credits, Child Support and Pension Credit.""All staff who work directly with customers are provided with training and development to ensure they deal professionally with all customers including those with a mental illness. For example we have developed a two-day learning event, with the co-operation of specialist organisations such as MIND, for all Advisers to equip them with the specialist skills they need to work with customers with a mental illness.""I hope that this is helpful."
