The Government continue to support the rights of women in Zimbabwe as part of the political process. We are pressing for a free, fair and transparent democratic process in Zimbabwe which meets international standards as well as the standards of the South African Development Community (SADC).Our embassy in Harare has provided support to women's empowerment groups and the Department for International Development is also working closely with the UN, other donors and women's groups to support women's rights.We will, with the EU and other international partners, support the African Union, SADC and the UN in encouraging a new government in Zimbabwe which permits full and equal humanitarian access and shows commitment to macroeconomic stabilisation, the rule of law, human rights and a democratic process which ensures the full involvement of women.

The Government provide humanitarian assistance to a broad range of groups in Zimbabwe which include women's groups. Our assistance is saving the lives and livelihoods of Zimbabwe's poorest and most vulnerable—in the context of a failed harvest, hyperinflation and economic hardship, internal displacement and the ravages of the HIV/AIDS pandemic. We stand ready to make further contributions to Zimbabwe's recovery once appropriate conditions are in place.

Saudi Arabia currently prohibits women from voting but has indicated that it will end its legal prohibition on women's suffrage in 2009, when women will be allowed to vote in local elections for the first time (men were given the right in 2005). In addition there are countries across the world where neither women nor men vote because there is no electoral process or where women cannot fully exercise their right to vote because structural barriers prevent them from doing so.The Government believe that elections play a key role in determining the democratic legitimacy of a government. The increased participation of women and other under-represented groups will improve democracy as well as contributing to security and prosperity.The Foreign and Commonwealth Office (FCO) has supported several projects in recent years to increase the participation of women in politics in predominantly Islamic countries.The FCO's new Strategic Programme Fund will also support projects to promote the rights of women and address the structural causes that prevent women's participation in public and political life.

The Government are unaware of any proposals for a UN Commission on Violence Against Women. But we are committed to promoting the rights of women and girls and are active at the UN in supporting a number of initiatives that seek to address violence against women. This includes supporting resolutions that call for the intensification of all efforts to eliminate all forms of violence against women as well as supporting the mandate of the UN Special Rapporteur on Violence Against Women. We also support the campaign launched by the UN Secretary-General, Ban Ki-moon, on 25 February to intensify action to end violence against women and girls.More specifically the Government, through the Department for International Development, fund a programme implemented by the UN Development Fund for Women aimed at promoting women's engagement in peace-building and preventing sexual violence in conflict. Funding will go towards supporting women's community-level efforts to build peace and prevent sexual violence in Afghanistan, Haiti, Liberia, Rwanda, Timor Leste and Uganda.

We are aware of the difficult situation many women in Afghanistan still face. Our Embassy officials in Kabul regularly discuss women's rights with members of the Afghan government, non-governmental organisations and parliamentarians, highlighting their importance.The Government work to enhance the status of women in three main ways: through policy engagement with the Afghan government; through support for national programmes and services, which benefit women; and through bilateral programmes.Despite the challenges, progress has been made. Over a third of children now in school are girls. We have committed over £35 million to support the Afghan government's micro-finance programme, giving women in particular better access to finance. 27 per cent. of seats in the Lower House of the Afghan Parliament are now held by women—more than in the House of Commons, which is around 20 per cent.Our major support is channelled through the Afghan government, since gender inequality is a deeply embedded and long-term problem which needs a strategic approach. We have worked, for example, with the government to ensure that gender equality is integrated into the Afghanistan National Development Strategy.We are also giving £500,000 to support a five-year Women's Empowerment programme (2005-10), implemented by the non-governmental organisation, Womankind. The programme focuses on promoting women's equal participation in governance, building awareness of women's rights among civil society and policy makers, and on providing educational, health, community and psycho-social support to women affected by violence and conflict.We funded the Afghanistan Independent Human Rights Commission, with £500,000, to implement its three-year Action Plan (2006-08). A large part of the Commission's work focuses on women's rights, including documenting and tackling violence against women. In addition we have funded a non-governmental organisation, Global Rights, to produce a detailed report on domestic abuse in Afghanistan, due to be published shortly.

The UK has given £1 million to the Darfur-Darfur Dialogue and Consultation which consults civil society on the Darfur peace process including women's groups and non-governmental organisations supporting women's rights.The UK has funded Femmes Africa Solidarité (FAS) to support women's peace initiatives in Darfur, Juba and Khartoum. FAS organised the African Women's Consultation on Darfur at the end of January, where about 100 women gathered to discuss the situation in Darfur and Sudan. An Interim Steering Committee will implement the new Action Plan for Peace. FAS is sponsoring an event during the Human Rights Council (3 to 28 March), and will be offering training on UN Security Council Resolution 1325 and legal instruments supporting women's issues. FAS plans further consultation and training events in Darfur throughout the year.The UK funds governance projects in Sudan which include training the police, judiciary and prison officers in issues related to gender-based violence, and support to local non-governmental organisations for workshops and seminars on peace-building initiatives, HIV/AIDS, reproductive health and media campaigns against gender-based violence.The UK also contributes 60 per cent. of the budget of the UN's Common Humanitarian Fund which supports women's rights projects in Sudan, including action on sexual and gender-based violence in Darfur and Southern Sudan and strengthening civil society organisations to prevent sexual and gender-based violence and promote women's leadership role in society.

The point of the United Kingdom action plan on tackling human trafficking was to ensure that the focus shifted from the criminal aspects to the needs of the victims. The inter-ministerial group, which involves all Ministers concerned with this matter, meets regularly and monitors the action plan. Together, we are considering what more we need to do to provide for victims.

The hon. Gentleman is, of course, right—although, as he knows, many women do possess the physical strength to carry around various tools. We know from the latest data that 72 per cent. of women with such qualifications are not working in the science, engineering and technology professions, and I hope that everyone involved will do more to return women to those professions, because we need their skills.

I thank the Minister for that helpful answer. As she will know, engineering no longer means walking around with a heavy monkey wrench. Although when I used to go to the Soviet Union in the 1980s I would see women engineers with heavy monkey wrenches, nowadays it is much more a question of thought, intelligence and design. Does the Minister not agree that women have a particular skill in engineering and ergonomics—designing what is right for the man-machine, and woman-machine, interface—which makes this an ideal career path?

[holding answer 8 May 2007]: The Government are working closely with employers from both the public and private sector to open up more quality jobs on a part-time basis. On the 2 April we announced the projects awarded funding from a £500,000 quality part-time work initiative. This is a new initiative by Communities and Local Government which is designed to support projects across the UK that increase the number of senior and quality jobs that are available part-time.The 13 successful projects include transforming big organisations, working with young people to create awareness of quality part-time working, setting up a national job-share register, and opening up part-time opportunities for senior women investigators in the police force. All projects are required to have good arrangements for disseminating the lessons learned to other employers and we believe they can have a real impact.

Gentleman will be aware that alongside the signing of the Council of Europe convention against human trafficking we produced the UK action plan on tackling human trafficking, which sets out in significant detail the way in which we will tackle precisely the issues that he mentioned, not just the specific issue of identity documents, but new guidance about how to work with victims, which will ensure both that front-line staff from a range of services can recognise the problem and provide support to victims and, crucially, that every police force deals with the issue as a mainstream issue, and not something that is separate. I suggest that the hon. Gentleman look in detail at the UK action plan, and we would be very happy to have further discussions with him.

In view of the fact that so few women who have been trafficked come forward to give evidence against their traffickers—only 30 traffickers have been convicted in the past four years in this country for the trafficking of women, because women are terrified of coming forward as they think they are going to be sent back to their country of origin immediately—and bearing in mind the fact that 4,000 women come into Britain and are trafficked every year, does the Minister agree that the Government should now implement the Council of Europe convention on action against trafficking in human beings, which the Prime Minister trumpeted in January as something that we were going to sign, and which we did sign in March? However, it has not been implemented, and what needs to be implemented is that part of the convention that provides renewable residence permits to women who are trafficked. That allows them to stay here and feel secure, and thus allows them to come forward and give evidence against—

He will know that last October we launched the UK human trafficking centre, which brings together a whole range of services that deal with trafficking in a way that has not been done by any other European country. We believe that that approach will enable us not only to develop our services but to learn better how to continue to improve them.

I, too, welcome the signing of the convention and what the Minister said in response to my hon. Friend the Member for Totnes (Mr. Steen). However, does she not agree that the measure goes very wide indeed in dealing with vulnerable people, giving them reassurance and access to services such as health and education? Will she particularly bear in mind in discussions with her colleagues the need to ensure that the full range of services are available to people who need them, and that public officials, whatever their department, are adequately trained to handle the sensitivities of the individual concerned?

Cross-government action on human trafficking is co-ordinated through the inter-ministerial group, of which I am a member. The issue of the provision of identity documents to victims of trafficking is dealt with by the Home Office, which is also a member of the group.

The Government are committed to tackling violence against women in all its forms.I have regular discussions with Home Office colleagues on measures to address violence through the domestic violence, sexual offences and trafficking inter-ministerial groups. Recent initiatives have included the development of cross-government action plans.
