Dr. Fox: To ask the Secretary of State for Health how many delayed discharges there were of NHS patients on (a) 1 January, (b) 1
February, (c) 1 March, (d) 1 April and (e) 1 May; and how many NHS patients on each of those dates there were whose discharge had
been delayed but who had fully funded social services packages arranged. [429]
Mr. Hutton: Information on delayed discharges of patients aged over 75 years in England is collected centrally on a quarterly basis.
In December 2000 the number of over-75s whose discharge was delayed was 5,801 and in March 2001 this figure was 5,938. In December
2000, 35 per cent. of the people whose discharges were delayed were awaiting placement in a residential care or nursing home or
awaiting arrangement of a package of care to allow them to return to their own home. In some cases patients will be exercising their
right to await a place in a home of their choice. No information is collected on the funding arrangements for these packages. For
March 2001 this figure was 37 per cent.

Dr. Julian Lewis: To ask the Secretary of State for Health what guidelines he has given to the NHS as to the relevance of a
patient's age to the quality of treatment provided by the NHS. [135013]
Mr. Hutton: The National Health Service Plan, announced in July, made it clear that all NHS patients should have access to
high-quality services designed round their clinical needs.
Discrimination on the grounds of age within the NHS is completely unacceptable. The Plan made it clear that we will challenge and
remove any arbitrary policies based on age.
The National Service Framework (NSF) for Older People, to be published later this year and introduced from April 2001, will help to
ensure that ageism is not tolerated in the NHS. The NSF will for the first time set national standards and define service models for
older people's health and social care.

Mr. Hutton: Discrimination on the grounds of age within the National Health Service is totally unacceptable. The NHS Plan made it

Mr. Colvin: To ask the Secretary of State for Health what assessment his Department has made of the adequacy of NHS provision for
elderly patients. [102290]
Mr. Hutton: In 1997, the then Secretary of State my right hon. Friend the Member for Holborn and St. Pancras (Mr. Dobson),
commissioned the Health Advisory Service to undertake an independent inquiry into the care of older people on acute wards in general
hospitals. The resulting report, "Not Because They Are Old" was sent under cover of a health service circular to health authorities
and National Health Service trusts in November 1999.
The circular required Chief Executives of health authorities, in partnership with colleagues in NHS trusts and social services, to
ensure that the findings of the report are considered when preparing joint investment plans for older people. These joint investment
plans are an integral part of local health improvement programmes (HImPs) which will include both national and local priorities. We
are also developing a national service framework for older people which will set out, for the first time, national standards for the
health care of older people. The national service framework will be published next year.
We have also taken steps to address a number of areas to improve the care of older people. For example, we have introduced free
sight tests for people over 60 and free immunisation against influenza for people aged 75 and over. Our plans to expand cataract
services from 170,000 a year to 250,000 will benefit thousands of older people.

Mr. Hutton: We are determined that elderly people, wherever they are being cared for, receive high quality services and are treated
with dignity and respect. We are working in a number of areas to ensure this happens.
Officials hold discussions with health and local authorities who have been working together and with a range of local stakeholders
to produce joint investment plans for older people. Local stakeholders include representatives of patients or clients and their
carers and those who provide care for the elderly in hospital or in a residential or nursing home setting. These plans consider
service quality and effectiveness and identify key priorities for change.
We will publish our national service framework for older people next year. This will set national standards, service models, and
establish performance measures against which progress will be measured.
We are also developing national standards for residential care homes and nursing homes. The consultation document "Fit for the
Future? National Required Standards for Residential and Nursing Homes for Older People" sets out proposals aimed at promoting better
quality care and helping prevent abuse. "Fit for the Future?" was sent to major provider organisations as well as regulatory and
user interests. The consultation period ends on 21 January.
Guidance for developing multi-agency codes of practice for dealing with incidents of abuse to vulnerable adults is being produced
with the Home Office, the Wales Office, the police, social services, health and the voluntary sector. "No secrets" was launched for
consultation in September. We plan to issue a final version of the guidance to authorities in the new year.

At 1 October 1998, in England as a whole, 7.3 per cent. of patients were aged 75 and over. A total of 34 practices had more than 20
per cent. of patients aged 75 and over. The distribution of these practices by health authority is shown in the table.

Mr. Cox: To ask the Secretary of State for Health if it his policy to encourage general practitioners to offer regular medical

Mr. Hutton: Under their terms of service, general practitioners are required to invite all patients who have reached the age of 75
for an annual health check in the patient's home, or in the surgery if the patient prefers. General practitioners make arrangements
with health authorities to provide services and regional offices of the National Health Service Executive hold health authorities to
account for the services provided in their area.
