The question of ethnic minority rights in Nepal has come to the fore recently in the form of disturbances and protests in the Terai region. We have called for all parties in the interim Parliament to acknowledge the rights of ethnic minority groups and have stressed the need for greater inclusion, not only in the political process, but in society as a whole. The comprehensive peace agreement has done much to raise the expectations of a number of disenfranchised groups in Nepal. It is important that the coming interim Government ensures that ethnic minority rights are addressed urgently. Failure to do so risks undermining the peace process as Nepal moves towards elections to a constituent assembly in June.

The Government assesses that the negative influence of ““warlords”” in Afghanistan's political process is gradually diminishing. Those who chose to embrace the new democratic process were required to cut all links with militia groups before putting themselves forward as candidates at the September 2005 parliamentary and provincial elections. Those who still remain outside the democratic process are finding their influence reduced by nation-wide disarmament programmes and the growing control exercised by centrally-appointed Provincial Governors and Afghan National Army and Afghan National Police forces. But this is a long process—democratic institutions, although now established, are fragile and the political process of resolving violent conflict will take time to have effect, though the Government of Afghanistan is determined to see it through.

The term ““warlords”” is most often used to describe militia commanders, or others exercising influence in the provinces, not appointed by the central Government. The vast majority of warlords opposed the Taliban regime, and many played an active role in the regime's overthrow in 2001, including in some cases by contributing forces to the Northern Alliance.

Officials have had no discussions with the Kurdish Regional Government (KRG) on the removal of non-Kurdish people from the Kurdish region.The Government are committed to supporting freedom of expression in Iraq. Our embassy offices in Iraq discuss such matters with the Iraqi Government, including the KRG, on a regular basis.

I respect the hon. Gentleman's view on this matter. I was certainly not aware that such a large number of Chaldo-Assyrians were prevented from voting and I would greatly appreciate seeing the hon. Gentleman's information about that. However, the drive for an autonomous administrative region for the Chaldo-Assyrians is not Iraq-based. The Chaldo-Assyrians in northern Iraq rejected the idea of such an autonomous administrative region as they fear that it would make their community more, not less, vulnerable to attack. It now seems to be an issue that the UK-based Chaldo-Assyrians, not those in Iraq, are pursuing.

I am grateful to the Minister for his reply. I attended a meeting yesterday with the high representative of the Iraqi-Kurdistan Assembly and I read the speech of Massoud Barzani, the new President of the autonomous region, in which he welcomed all the people, including the Chaldo-Assyrians, who have places in the assembly of northern Iraq. They are happy to be there and have made no demand for a separate assembly.

Dr. Howells: The Department has published the following studies that have investigated the factors, including cost and attitudes to
debt, that influence whether mature people and people from minority ethnic groups decide to enter higher education: "Why The

For Me? That is the Question: A Study of Mature Students' Decision- Making and Higher Education" 2002 DfES Research Report 297

These reports can be downloaded from the Department's research internet site at http://www. dfes.gov.uk/research/. They show that
debt and cost are one of several factors people consider when deciding whether or not to participate in higher education.
All minority ethnic groups and mature people are well-represented in higher education. For example, all minority ethnic groups are
estimated to have a higher higher education initial participation rate (HEIPR) than whites while mature students now comprise over
three- fifths of the student population.
The Department has not commissioned research on whether student loans deter mature people and people from minority ethnic groups
from entering FE. FE students are not eligible for student loans.

Dr. Howells: The Department is not responsible for ensuring or monitoring the compliance of local education authorities or higher
education institutions (HEIs) with requirements arising from the Race Relations (Amendment) Act 2000, and so does not hold such
information.
Under the Act, the Commission for Racial Equality (CRE) monitors compliance and enforces specific duties. A CRE news release on the
findings of its survey of the progress of Britain's public bodies towards putting the legislation into practice is available at
http:// www.cre.gov.uk/media/nr arch/2003/nr030703.html.
The Higher Education Funding Council for England (HEFCE) has a responsibility to ensure that the HEIs it funds comply with the Act.
HEFCE undertook a sector- wide review of race equality policies in October 2002, followed up by two further reviews (in May 2003 and
May 2004) in which it revisited those policies which had not originally met CRE's standards. A HEFCE report on the outcomes of this

Keith Vaz: To ask the Secretary of State for Education and Skills what plans the Government have to increase ethnic diversity in
higher education. [205770]
Dr. Howells: Minority ethnic groups are well represented in higher education. Recent research conducted by the Institute of
Employment Studies found that they represent approximately 16 per cent. of the undergraduate population compared to
9 per cent. of the working population. However, the pattern of minority ethnic participation in undergraduate study is a
complex one.
Government are supporting a range of activities and policies to promote equality of opportunity for those from all ethnic groups at
various stages of their education: Aimhigher, a national outreach programme, aims to raise the attainment levels and aspirations of
young people from non-traditional and disadvantaged backgrounds; the Government's Aiming High Strategy is helping to raise the
academic achievement of ethnic minority pupils in our schools; and university access plans submitted to the Office for Fair Access
will, where appropriate, include details of activities to reach out to under-represented minority groups or subgroups.
In addition, the Government plans to lay a Bill before Parliament to establish a new Commission for Equality and Human Rights which
will champion equality, diversity and human rights.

Angela Eagle: To ask the Secretary of State for Culture, Media and Sport what progress has been made on completing a pay audit in
her Department and its non- departmental public bodies to measure any disadvantage in terms of remuneration for (a) women, (b)
ethnic minorities and (c) people with disabilities; and if she will publish the results of such an audit. [117442]
Dr. Howells: DCMS completed its pay audit in July 2002. This found that there was currently no significant difference between
average salaries of males and females. But the review recommended action to shorten paybands and conduct a further study of data by
ethnicity, disability and working pattern.
The Royal Parks Agency has completed an initial review, and plans to discuss the outcome with its Trade Union Side, in meetings on
pay in the near future. No particular pay issues have been identified for the groups mentioned.
Although NDPBs were not formally covered by the Government's commitment to carry out equal pay reviews, the Departments NDPBs have
either completed their own reviews or are in the process of finalising them and drawing up action plans. Information on these
reviews is not held centrally.

Mr. Bercow: To ask the Secretary of State for Culture, Media and Sport if she will make a statement on progress towards the Public
Service Agreement target of extending social inclusiveness by increasing the involvement of identified priority groups in each of
the sectors for which her Department has responsibility. [22552]
Dr. Howells: In January this year, DCMS published a sectoral social inclusion strategy for libraries, museums, galleries and
archives. Counterpart documents on the historic and built environment and on the arts will follow. In its follow-up report to the
work of the Policy Action Team 10 on Arts and Sport, published in February 2201, the Department also presented an action plan for
disabled people and an outline action plan for people from ethnic minorities.
DCMS is working with the Arts Council of England to develop the £40 million Creative Partnerships programme, bringing together arts
and media professionals with children in 16 deprived areas. All pilots will be up and running by April 2002. DCMS is also working
alongside Department for Education and Skills, the New Opportunities Fund, Sport England and the Arts Council of England on the
Space for Sport and Arts programme. This will fund new or renovated sports and arts facilities in around 300 primary schools in 65
deprived local education authority areas.
The Millennium Commission made decisions on their fifth funding round in June 2001, for projects that reflect the aims and
aspirations of ethnic minority communities in the UK. The Commission awarded 10 grants with a total value of £23.6 million. Grants
were awarded during 2000 for projects that reflected the aims and aspirations of black communities in the UK.
