Mr. Douglas Hogg: No laboratories owned by the Ministry have been mothballed. However, some have been closed permanently as a result
of reorganisation and restructuring or following the completion of new or modernised facilities. I have no information about
laboratories not owned by the Ministry.

Dr. Strang: To ask the Minister of Agriculture, Fisheries and Food if he will list the Government-funded food and agricultural
science sites vacated since 1980, indicating (a) those in which the Biotechnology and Biological Sciences Research Council, other
research councils and agencies, service or central laboratories retain the freehold or lease, (b) the estimated commercial sales
value of each facility and (c) the length of time each has been vacant. [19923]
Mr. Hogg: Since 1980, the Ministry has vacated, either wholly or in part, the laboratories as listed. Prior to 1990, surplus
accommodation was surrendered to the Property Services Agency for re-use by other Government Departments or disposal. I have no
information about the way in which such properties may have been re-used or disposed of or about their commercial values. The
Ministry has not disposed of any laboratories since 1990 although some are due to be sold for redevelopment in the near future.
It would be inappropriate to release estimated values for properties which have yet to be sold as this might affect adversely the
amounts that buyers would be prepared to pay for them. I have no information about vacant laboratories owned freehold or leasehold
by other Government Departments by other organisations.

Mr. Hogg: The numbers of staff in scientific grades, excluding veterinary grades, employed by my Department and its agencies at the

Service does not employ any staff in scientific grades.

Mr. Hogg: The latest forecast indicates that for the year to 31 March 1997 there will be 435 food and agriculture scientists
employed at the Central Science Laboratory on projects funded by my Department. Comparable figures for 1995 were 492 and for 1993,
281. Information prior to establishment as an Agency on 1 April 1992 could be provided only at disproportionate cost.
Staff numbers rose in April 1994 as a result of the merger with MAFF food science laboratories and relaunch as an enlarged agency.

The Minister has asked me to reply to your question on the numbers of veterinary scientists employed on Government funded projects
at CVL for various dates. [18190]
I should, perhaps, explain that we do not have a grade or job description that covers specifically "veterinary scientists". The
table below relates to veterinary grades with an indication of the numbers of qualified vets in those posts.

The figures are only available for these dates since the others you indicated relate to our pre-Agency days and they will,
therefore, have been included in the replies by the Minister to the other questions you tabled.
As I am sure you know, as a result of the merger with the Veterinary Investigation Service in October 1995, CVL has been part of the
larger Veterinary Laboratories Agency. In addition to the figures shown above there are a further 63 staff at March 1997 within the
Veterinary Investigation Division (old Veterinary Investigation Service) of the VLA. Again, for the pre-merger dates figures for the
Veterinary Investigation Service will have been included in the Minister's reply.
The figures I have quoted are for all our veterinary grade staff in CVL and we cannot distinguish those employed solely on
government-funded projects. However, over 80 per cent. of our business is for MAFF and therefore the majority of staff in the
veterinary grade will be employed on Government-funded projects.

Mr. Hogg: My Department issued a single commission each year up to 1994-95 for its R and D requirements from the institutes of the
Agriculture and Food Research Council and its successor, the Biotechnology and Biological Sciences Research Council. In 1995-96, the
commission was replaced with umbrella contracts with each of the BBSRC institutes. Details of the total amounts spent in cash and
constant prices are set out. In addition to funding through the commissions and umbrella contracts, MAFF has funded research with
the BBSRC institutes through separate contracts, the majority of which have been let by competition since 1994-95.

for the numbers of personnel working for external contractors who carry out MAFF-funded research. This latter group includes public
sector research establishments--such as the Biotechnology and Biological Sciences Research Council and Natural Environment Research
Council research institutes-- universities and other private contractors.

Dame Elaine Kellett-Bowman: To ask the Minister of Agriculture, Fisheries and Food what is the outcome of the review of
organophosphorus sheep dips carried out by the Veterinary Products Committee; and if he will make a statement. [16274]
Mr. Hogg: The VPC has carefully and thoroughly examined the effectiveness of the certificate of competence scheme and other issues
relating to the use of OP sheep dips. It confirmed earlier advice that, provided that they are used safely and in accordance with
the manufacturers' instructions, there is no scientific justification for withdrawing OP sheep dips from the market.
The VPC recommended that the certificate of competence should apply to the use of OP sheep dips as well as their purchase. This
objective will be achieved by strengthening measures to secure compliance with existing statutory duties. New guidance will be
issued by the Health and Safety Executive which will explain and emphasise the duties placed on farmers under the Health and Safety
at Work Act, the Control of Substances Hazardous to Health Regulations, and the Management of Health and Safety at Work Regulations
and the linked codes of practice to train and instruct their dippers and to maintain their competence. The guidance will contain
information about the certificate of competence scheme operated by the National Proficiency Tests Council and will commend
certification as a structured approach to these duties and as valuable evidence that adequate training had been given and competence
achieved.
The VPC had found some evidence to suggest that a small minority of veterinarians were occasionally supplying OP sheep dips to
clients who did not hold a certificate of competence. We will be asking the Royal College of Veterinary Surgeons to make a clear
reference to the undesirability of this practice in their guide to professional conduct.
We also accept the VPC's advice that the reclassification of OP sheep dips from pharmacy and merchants list to prescription only
status would be unnecessary as it would not improve the protection of human safety and, if it deterred farmers from using OP dips
prophylactically, it could lead to increased levels of ectoparasitic diseases in sheep.
Officials at the veterinary medicines directorate will examine the current labelling requirements for OP sheep dip products and will
submit proposals to the VPC, the objective of which will be to make the information simpler to follow. The VPC has advised that, in
order to improve controls over the disposal of sheep dips, including both OPs and synthetic pyrethroids, there should be a mechanism
whereby farmers should notify the water regulators--the environment agencies--that they are using dips and of their proposed methods
of disposal. We accept this advice, and the Government are considering what improvements should be made to existing mechanisms for
control over the disposal of sheep dips. Any eventual proposals will be subject to public consultation.
The VPC has advised that further basic research into OPs should be carried out, and we accept this advice. We shall be seeking to
establish research projects with the further help of the VPC's sub-committee, the medical and scientific panel.
The VPC has suggested that a review of non-OP sheep dips should be conducted to consider whether existing controls on OP dips should
be extended to these products. We have asked the VPC to proceed with this review, not least because dips in which the active
ingredient is a synthetic pyrethroid are intrinsically hazardous to aquatic life and great care is needed in their use and disposal.
In addition, we have asked the VPC to review the safety of veterinary medicines other than sheep dips which have an organophosphate
as the active ingredient.
I would like to thank Professor Aitken, his predecessor Professor Sir James Armour, and the committee for the care and diligence
with which they have considered these important issues and all the information put to them, and for their clear advice.
The report setting out the VPC's recommendations to the licensing authority--agriculture and health Ministers--is today being placed
in the Library of the House.

Sir Anthony Durant: To ask the Minister of Agriculture, Fisheries and Food what changes are proposed in his departmental cash limits
for 1996-97. [2642]
Mr. Douglas Hogg: Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class III, vote 1,
section B--the Intervention Board executive agency--will be increased by £7,641,000 from £56,817,000 to £64,458,000. The increases
are to cover the administration costs associated with the implementation of emergency measures to protect against bovine spongiform
encephalopathy in the United Kingdom for expenditure on IT services. The running costs cash limit will be increased by £3,350,000
from £36,818,000 to £40,168,000. Agents' services will be increased by £4,291,000 from £18,427,000 to £22,718,000. The supplementary
will also give partial effect to the running costs end flexibility entitlement of £2,814,000 announced by the Chief Secretary to the
Treasury on 12 July 1996, Official Report, columns 326-31. At this stage it is proposed to take up £565,000 of this increase to
cover expenditure on IT systems.
The increase will be charged to the reserve and will not, therefore, add to the planned total of public expenditure.
Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class III, vote 2--Ministry of
Agriculture, Fisheries and Food: operational expenditure, agencies and departmental administration--will be increased by £5,057,000
from £911,318,000 to £916,375,000. The £5,057,000 relates mainly to the take up of capital end year flexibility entitlement of
£5,189,000 as announced by the Chief Secretary to the Treasury on 12 July 1996, Official Report
columns 326-31.
The following departmental transfers are also included; to the Scottish Office, administration (class XIII vote 6) £20,000
BSE-related running costs and £255,000 research and development expenditure, and from the security facilities executive and the
property advisers to the civil estate £143,000 running costs.
The gross running costs limits for the Ministry of Agriculture, Fisheries and Food will decrease by £2,806,000 from £354,768,000 to
£351,962,000.
The increase in the vote total will be offset by savings or charged to the reserve and will not, therefore, add to the planned total
of public expenditure.

Mr. David Porter: To ask the Minister of Agriculture, Fisheries and Food what plans he has for the future organisation of the
directorate of fisheries research.[30671]
Mr. Douglas Hogg: The directorate of fisheries research was recently the subject of a prior options review. This looked at the need
for its services, and how they could be provided most effectively. Following this review, the Government have decided that the
directorate of fisheries research should become a next steps executive agency of MAFF. This will give it greater management freedom
to improve performance within a framework of targets set by Ministers while retaining it within the public sector. My intention is
that this change should take place on 1 April 1997 if this can be achieved, and in any event as soon as practicable.
