Keith Vaz: To ask the Secretary of State for Education and Skills what additional support her Department provides to schools with a
recent large migrant intake. [223880]
Margaret Hodge: Local education authorities receive funding for all pupils on the school roll in their area through the Education
Formula Spending Share. The formula also takes account of the number of pupils with English as an additional language. In 2004-05
the Ethnic Minority Achievement Grant, a matched funded grant which is part of the Standards Fund, has provided a total of
£162 million of ring-fenced funding to schools, aimed at raising the attainment of under-achieving minority ethnic pupils and
those whose first language is other than English. For 2005-06, this total will be £168.6 million.
In addition, in 2003 my Department conducted the "Aiming High: Raising the Achievement of Minority Ethnic Pupils" consultation. This
has been followed by a wide range of initiatives aimed at addressing the specific needs of certain groups of pupils, including those
whose first language is other than English. Part of this initiative is the Primary National Strategy English as an Additional
Language (EAL) Pilot which involves the provision of EAL consultants in 21 local education authority areas, each working with 10
schools. The role of these consultants is to develop an intensive professional development programme for mainstream school staff.
This will enable the development of improved skills and confidence among mainstream teachers and allow for the production of
teaching and learning materials and the dissemination of good practice.
My Department has also worked with the Qualifications and Curriculum Authority (QCA) and Ofsted to promote a common national
approach to assessment of the acquisition of English language fluency based on the National Curriculum in English levels. This
approach states that particular care needs to be taken to assess the needs of newly arrived pupils and the importance of using
pupils' first languages as part of the assessment process. Finally, my Department provided funding to the QCA to develop guidance to
help teachers respond to the needs of newly arrived pupils. This guidance "Pathways to Learning for New Arrivals" was launched in
December 2004 and provides all school staff with access to information on all aspects of integrating newly arrived pupils, including
good practice case studies, to ensure that these pupils get full access to the National Curriculum. This guidance can be found on
the QCA website--www.qca.org.uk

Margaret Hodge: Government are committed to the development of extended schools to provide a range of enrichment activities and to
support the Childcare Strategy. The Department for Education and Skills' "Five Year Strategy for Children and Learners" sets out the
Government's expectation for all primary and secondary schools to offer a core set of extended services over time. The core offer
for primary schools encompasses a wide range of study support and enrichment activities, parenting support, including family
learning and swift referral to a wider range of specialised support services for pupils. Some schools will work with children's
centres and other providers to make provision available for younger children. The Government's 10-Year Childcare Strategy sets out
the expectation that by 2010 all parents with children aged 5-11 will be offered the guarantee of affordable school based child care
between the hours of 8 am to 6 pm, all year round. By 2008, half of all parents of primary aged children will be able to access the
child care offer. Provision could be available in a local school, in a neighbouring school or on a different site, provided by the
school or in partnership with voluntary and private sector providers, including local child minders.
The core offer for secondary schools includes study support and enrichment activities, widespread community use of school's
facilities, family learning activities, swift and easy referral from every school to a wider range of specialised support services
for pupils and a child care guarantee, or `youth offer' available between 8 am and 6 pm on weekdays. By 2008, at least a third of
all secondary schools sites will be open year round and beyond the school day offering a range of interesting activities for young
people. All schools will be doing so by 2010. Provision could be available in a local school, in a neighbouring school or on a
different site, provided by the school or in partnership with voluntary and private sector providers, including local child minders.
We will also be testing out demand for a formal child care guarantee that is 8 am to 6 pm particularly for children aged 11-12.
Schools will need to adopt new and innovative approaches to recruiting and deploying staff to ensure there is a staffing structure
appropriate to the extended services they wish to deliver. Schools should look at the expertise both within the school and locally
to determine who can best deliver each aspect of extended services. This will include working effectively with other services and
with the voluntary, private and community sectors. In some cases school staff, such as support staff and teaching assistants, will
already have the relevant skills and experience and may want to help deliver some of the services such as child care.
The Government will be producing a strategy for the children's workforce shortly, following up the vision in "Every Child Matters:
Change for Children". This will include national and local action to ensure we can attract and retain the right people at all levels
in this workforce, including those in extended schools. It will include simpler and more rewarding career pathways, alongside better
workforce planning locally and more focused use of investment that is already being made to improve the knowledge and qualifications
of people in different roles. We will also promote greater focus on good leadership, management and supervision. Remuneration levels
will remain, for most of these workers, a matter between them and their employer.
The Department have already committed around £50 million over the period 2003-04 to 2004-05 for the development of extended
schools, with the money targeting areas serving disadvantaged communities. Just under £44 million of that £50 million
was paid via the Standards Fund (including £2.8 million made available by the Neighbourhood Renewal Unit and
£1.8 million from the Home Office) and £6.8 million was paid through the Sure Start General Grant. In addition to this
£14 million from the Young People's Fund element of the Big Lottery Fund has been made available to 78 local authorities over
three years from 2004-05 to support the development of extended schools across their areas. In the financial year 2005-06 my
Department will make available just over £107 million to support the development of extended services in both primary and
secondary schools in all local authorities. In later years we will provide further sums including funding to support the development
of school based child care. An announcement will be made in due course.
Funding to support the delivery of extended services, including the school age child care offer can be used flexibly by local
authorities for both capital and revenue purposes to help overcome barriers that they may face in developing extended services. This
can include minor capital works such as refurbishment of reception or play areas, and revenue funding, for example, to support a
senior management post that might work across a cluster of schools to develop extended services. The funding is aimed at kick-
starting the delivery of extended services but over time, these services should become self--sustaining within existing funding
strands or through charging. Schools can charge for some services such as community use of the schools premises and child care. In
the case of school based child care, parents, who are eligible, can claim part of the cost through the child care element of the
working tax credit. Some services such as study support and other curriculum-related enrichment services will be developed by
schools making best use of their existing baselines. Other services such as health and social care should be supported by budgets
that support those services.
My Department is supporting local authorities to work with schools, local child care providers and local partners in delivering the
extended schools programme in logistical ways too. In 2002, the DfES published extended schools guidance that provides information
and advice on a range of legal, financial and practical issues. The Extended Schools Prospectus, trailed in the Prime Minister's
speech to the Daycare Trust on 11 November, will set out the vision for extended schools to schools, local authorities and
stakeholders in health, social care and the private and voluntary sectors. It will include a core document that will be supported by
a number of on-line know how leaflets that draw on the practical experience of schools already delivering services. These will
include case studies, `how to' advice, `hints and tips' as well as emerging evidence of the impact on child outcomes. The prospectus
and know how pack will be made available on the web, so that new issues can be addressed as they emerge. The prospectus will be
launched shortly. The website www.teachernet.gov.uk/extendedschools also features a number of case study examples of schools
delivering extended services that schools and other interested parties might use to draw upon key lessons. The DfES has also
appointed ContinYou to run The Extended Schools Support Service (TESSS) to support and advise schools and LEAs developing an
extended schools approach, and which includes advice on developing links with the community.
My Department is very committed to research on extended services and child care in schools. We have in progress an evaluation
looking at the impacts of full service extended schools on children, their families and communities; a nationally representative
survey of schools to measure the prevalence and characteristics of extended services and child care; and an evaluation of an
Extended Schools Childcare pilot. Initial findings from these projects will be published by the Department in summer 2005, autumn
2005 and spring 2006 respectively.

Mr. Hoban: To ask the Secretary of State for Education and Skills what funding streams are available to (a) maintained

Margaret Hodge: Funding for maintained special schools is provided through local authorities. The majority of local authority
funding is provided by government with the rest from council tax. It is for local authorities to determine how best to distribute
government funding between and within services. Funding for schools, including special schools, is distributed by application of a
funding formula, which calculates the budget share for each school. It is for each authority to devise and revise its own school
funding formula taking into account local needs and circumstances. In general terms the funding per pupil for maintained special
schools is higher than that for pupils in maintained mainstream reflecting the greater needs of those pupils. Access to funding for
capital projects is also provided through local authorities.
The prime source of funding for non-maintained special schools operated by charities or charitable trusts on a not-for-profit basis
and approved under Section 342(1) of the Education Act 1996 is through fees paid by local authorities placing children in schools.
However, approximately £8 million of funding is made available to the sector from the Department. This funding is paid direct
to schools by the Department and includes capital and revenue funding. Capital funding covers Devolved Formula Capital, Electronic
Learning Credits and an Annual Capital Round that is usually run on a competitive bidding round for projects that meet specific
criteria set by the Department. Revenue funding includes access to Schools Standard Grant, Standards Fund, Teacher Threshold and
Laptops for Teachers.
No government funding is provided directly to non- maintained special schools operating in the commercial sector. The primary source
of funding for these schools is through the charging of fees for pupils placed at the school. Almost all pupils are placed by local
authorities who are responsible for any fees.

Margaret Hodge: For 2004-06 £31 million of sustainability funding is available within the General Sure Start Grant to support child
care providers in disadvantaged areas. In addition to this the £170 million Delivery Support Fund element of the Grant can also be
used to support all providers experiencing sustainability problems, including pre-school and playgroups.
All existing child care providers can access the support of the dedicated Business Support Officer located within each local
authority, for advice and guidance on financial issues and business planning for the future, to ensure long term sustainability.
As announced in our 10-Year Strategy, our long-term aim is for affordable, flexible, high quality child care to be available for all
families with children under 14 (under 16 for children with special needs). We are making substantial additional investment in early
years and child care over the next three years. This includes a new Transformation Fund of £125 million a year from April 2006,
which will support investment in high quality, affordable and sustainable child care.
My Department is providing financial support for the development of extended schools, including the school age child care offer
through local authorities. Funding will be used to provide support at school level to enable the delivery of a set of core services
including school age child care. We realise that schools cannot deliver the child care offer on their own and we are encouraging
them to work in partnership with voluntary and private sector providers and other schools to deliver child care. Local authorities
will be able to advise schools of wider groups, agencies and services that are willing to work in partnership to develop extended
services.
My Department is also providing logistical support. The Extended Schools Prospectus, which is due to be launched shortly will set
out the vision for extended schools, including child care to schools, local authorities, key stakeholders and the private and
voluntary sector. It will draw on the practical experience of schools already delivering services, providing `how to' advice and
case studies on a range of issues, including working with local partners. The prospectus will be available on the teachernet
website, so that it can be updated with new issues as they emerge (www. teachernet.gov.uk/extendedschools).

Miss McIntosh: To ask the Secretary of State for Education and Skills what new money is being allocated to extended school day

Margaret Hodge: The Government are committed to supporting the development of extended schools. We have already invested around
£45 million in the current Spending Review period to support the development of extended services in schools which includes
the development of before and after school child care, out of schools clubs, breakfast clubs and other similar programmes.
My right hon. Friend the Secretary of State for Education and Skills' statement to the House on 16 September set out how the
additional funding for education and children's services over the period 2005-06 to 2007-08 will support the reforms set out in our
Five Year Strategy for Children and Learners. Extended schools are a key part of the strategy. However, as the strategy makes clear,
we are committed to reducing the burdens on the front line, including reducing the number of different funding streams so to give
local authorities, schools and other agencies more scope to use resources flexibly to meet local needs. It is not, therefore,
possible at this stage to give a figure for the increased investment in extended schools.

Helen Jones: To ask the Secretary of State for Education and Skills what estimate he has made of the capital costs of merging
children's services; and what provision he has made in his departmental budget for such costs. [179244]
Margaret Hodge: No overall estimate of the capital costs of merging children's services has been made.
A capital budget of £317.8 million is available to develop children's centres in the 20 per cent. most disadvantaged
areas by March 2006. These centres will offer child care integrated with early education, health family and parenting support, Local
authorities are developing them from a wide variety of existing provision such as Sure Start local programmes, early excellence
centres, schools and health centres which also benefit from other sources of capital investment.
£12.6 million was made available in 2003-04 and £23.8 million has been made available in 2004-05 to support the
development of extended schools for schools to provide a range of children and family services on their premises. Up to
10 per cent. of this funding can be used for minor capital works schools need to undertake in order to house services.
As part of Building Schools for the Future, we want to facilitate better joined-up planning and funding for extended schools and the
co-location of services on school sites. Building Schools for the Future (BSF) will invest approximately £2.2 billion in secondary
schools in 2005-06, and will contribute to the integrated children's services agenda by creating schools that are accessible to the
wider community and which have flexible, multi-use areas that can be used by other services.
In addition to BSF, the Government are allocating around £2.9 billion to schools and LEAs for investment in school buildings in
2005-06. LEAs and schools decide locally how to invest the bulk of this funding, and can invest it in extended schools facilities,
community of use of facilities and integrating education and other local authority services and needs, where these are prioritised
locally in asset management plans.

The total cost of the SEN and Disability Tribunal (SENDIST) for the year 2002 to 2003 was £4,715,000 plus £1,252,000 central
overheads giving a total of £5,967,000. 3,445 appeals were registered during that period, giving a cost of £1,732 per appeal. 3,780
appeals were received, giving a cost per appeal received of £1,578.

Margaret Hodge: For the academic year 2003/03, the LSC has allocated £1.418 billion to LEAs for school sixth form and post-16
Special Education Needs provision within agreed timescales. In this, the first year of LSC funding, 67 per cent. of all sixth forms
are on the new LSC formula at funding rates higher than historical levels of funding. The remaining schools, previously on more
generous levels of funding, are protected by our Real Terms Guarantee to ensure funding is maintained in real terms at historic
levels, provided pupil numbers are maintained. The LSC has been responsive to the higher than expected growth in pupil numbers and
higher than expected pupil retention in school sixth forms in 2002/03. The figure above includes additional sums to those originally
planned, which the LSC has now allocated to school sixth form funding for 2002/03. Our assessment of the impact of the new LSC
funding system on secondary schools with sixth forms is that it has been beneficial in ensuring that funding levels are protected or
increased in real terms, and that successful school sixth forms are rewarded.

Mr. Paterson: To ask the Secretary of State for Education and Skills what plans he has to harmonise pay grades between teachers in
further education colleges and schools. [110070]
Margaret Hodge: Teachers in maintained schools are subject to national school teachers' pay and conditions. Further Education (FE)
colleges are run by independent corporations established under the Further Education and Higher Education Act 1992 and there is no
national pay structure in place. It is for each FE college to agree pay scales and conditions of employment with its staff in the
context of the overall resources available to it. There are no plans to change these arrangements.
We have invested a significant amount of funding in the FE sector. Assumed total funding for FE colleges allocated to the LSC will
increase by £1.2 billion in the three years to 2005-06, a 19 per cent. real terms increase. This funding provides the framework to
allow FE colleges to make real progress on pay and pay structures and to narrow substantially the pay gap between general FE
colleges and schools. We continue to work to deliver the Government's Manifesto commitment to bring up the level of funding for FE
colleges towards that of school sixth forms.

Margaret Hodge: Provisional allocations were announced in December 2002. There has been a short delay in setting final allocation
but the Learning and Skills Council (LSC) sent final details of school sixth form allocations for the financial year 2003-04 to
local LSCs on Thursday 6 March. They have now been passed to local education authorities for incorporation in the calculation of
schools' budget shares for 2003-04.

Dr. Iddon: To ask the Secretary of State for Education and Skills what action he has taken to monitor the effectiveness of the
School Laboratories for the 21st Century scheme. [85675]
Margaret Hodge: The £60 million capital funding for the School Laboratories for the 21st Century scheme was spread over two years,
with construction works needing to be completed by 31 August 2002. Over the next 12 months an evaluation report will be prepared
covering a sample of the 149 participating local education authorities. This will provide details of how the funding has been
invested, including what the balance is between newly constructed and refurbished laboratories, and an early indication of what
impact this has had on educational standards.

Margaret Hodge: Given the different ways in which schools and colleges are funded and the very much broader remit of colleges,
comparisons on the funding of school sixth forms and colleges of further education are far from straight forward. My Department is
currently considering the best basis for making sound comparisons and we do not believe that external research is necessary. The
Government remains firmly committed to bring up the level of funding of colleges towards that of school sixth forms. However, as we
have repeatedly made clear, this will take time and must be done as resources allow.

Mr. Watts: To ask the Secretary of State for Education and Skills what impact this year's funding proposals will have on the budgets
of (a) community colleges, (b) sixth- form colleges and (c) sixth-form schools. [62253]
Margaret Hodge: Total funding for further education in 2002-03 allocated to the Learning and Skills Council is £4.25 billion. This
is a £313 million, or 5 per cent., increase over expenditure in 2001-02. The allocations by the Department cover FE sector colleges
and do not differentiate between sixth-form colleges and general FE colleges.
The LSC has a budget of £1.35 billion for the funding of LEAs for post-16 education in schools in 2002-03. Comparable figures for
LEA spending in 2001-02 are not available. Every school has a Real Terms Guarantee figure based on spending in the baseline year,
2000-01. The overall budget for every school with a sixth form must contain an element which is at least equal to that amount. The
2002-03 LSC funding allocation for two thirds of school sixth forms is higher under the LSC formula than under the Real Terms
Guarantee.
