[holding answer 28 February 2008]: The Museums, Libraries and Archives Council (MLA) is committed to the continued success of the Portable Antiquities Scheme (PAS) and is working together with other stakeholders to ensure that this is achieved.One finds liaison officer covers Wales. The PAS also makes small grants to four Welsh Archaeological Trusts (Cambria-Dyfed Archaeological Trust, Clwyd-Powys Archaeological Trust, Glamorgan-Gwent Archaeological Trust and Gwynedd Archaeological Trust) to record archaeological finds found by the public. The finds liaison officers for Cheshire, Greater Manchester and Merseyside and Herefordshire and Shropshire also visit metal-detecting clubs in Wales and record finds made by Welsh finders.The PAS is funded by the MLA and administered on their behalf by the British Museum. Any assessment regarding the scheme is therefore a matter for the MLA and the British Museum.

The Museums, Libraries and Archives Council (MLA) is committed to the continued success of the portable antiquities scheme and is working together with other stakeholders to ensure that this is achieved.My right hon. Friend the Secretary of State has not met the chief executive of the MLA to discuss this matter. In my capacity as Minister for Culture I have regular meetings with MLA's chief executive. During the course of these meetings we have discussed funding issues for the MLA as a whole. The portable antiquities scheme (PAS) is funded by the MLA, so the impact of funding levels on the scheme is a matter for them.

Julie Morgan: To ask the Secretary of State for Education and Skills how many contact centres there are in Wales; who is responsible
for the funding of these centres; and what plans he has to increase the number of contact centres in Wales. [134841]
Margaret Hodge: There are six child contact centres in Wales that are members of the National Association of Child Contact Centres
(NACCC). These child contact centres are run on a voluntary basis and raise funds from a variety of sources. Two benefit from
partnership funding from the Children and Family Court Advisory and Support Service. All NACCC member child contact centres will
benefit from funding by the Children's Fund of NACCC's Change Programme. NACCC is using this funding to develop clear accreditation
standards for all its member contact centres. Child contact centres may also seek support from funds (such as Cymorth) provided by
the Welsh Assembly Government, where centres provide or seek to provide services in line with the Assembly Government's devolved
responsibilities. The Welsh Assembly Government is currently giving careful consideration to the way forward for supervised contact
services in Wales.

Mr. Havard: To ask the Secretary of State for Education and Skills when he will publish the funding implications for his Department
of devolved administrations not using top up fees in their universities to fund higher education. [107566]
Margaret Hodge: The implications for the funding of institutions if variable fees are not used are a matter for the devolved
nations. The devolved administrations for Scotland and Northern Ireland have responsibility for student support. This Department is
currently responsible for student support for higher education students in England and Wales. Whilst this remains the case, the
funding implications for both administrations of deferring variable fees will be taken into account when providing funding for
students in England and Wales.

Margaret Hodge: My right hon. Friend and I meet from time to time, as do our officials with the Welsh Assembly Government to discuss
the HE White Paper proposals. Paragraph 7.52. of the White Paper `The Future of Higher Education' identifies the need for further
discussions with the devolved administrations to consider the impact of our proposals for student and institutional funding on flows
of students between UK countries.
We have had seven comments from Wales on the White Paper.

Margaret Hodge: [holding answer 20 January 2003]:
The support arrangements under the mandatory awards scheme for eligible undergraduate students domiciled in England and Wales on
courses which began before 1 September 1998 consisted of payment, usually in full, of their tuition fees, a grant towards their
maintenance, depending on income, and a non-income assessed loan. New students in academic year 1998-99, were expected to contribute
up to £1,000 a year towards the cost of their tuition depending on family income. In 1998-99, income-assessed grants on average only
formed about a quarter of the support available and all students were entitled to a non income-assessed loan which comprised the
remaining three quarters of support available and which will be repayable on an income contingent basis.
In addition to the basic maintenance grant disabled students, students with dependants and lone parent students could also apply for
various supplementary grants and allowances, the majority of which were income-assessed.
The number of students in academic years 1990-91 to 1998-99 who have been assessed for a full, partial or nil contribution to their
maintenance are shown in the table.
The devolved Administrations for Northern Ireland and Scotland are responsible for the administration of their own student support.

Under the "Mandatory Awards" scheme in operation up to academic year 1997-98 eligible students received a grant from LEAs towards
their living costs. In 1997-98 this comprised a means tested basic grant of up to £1,755 (other than in London) plus extra
allowances the student could claim depending on his/her circumstances, for example for those with disabilities or dependants. The
grant was means tested against the student's own income and that of their parents (if the student was under 25 or not otherwise
regarded as independent) or their spouse.
Tables 1 and 2 show the estimated funding required for LEA expenditure on maintenance grants (i.e. the basic grant excluding
allowances) in real and cash terms for each of the financial years 1998-99 to 2002-03, assuming that the grants available in 1997-98
had continued thereafter.

These are approximate estimates derived by applying the grant arrangements in 1997-98 to numbers of English and Welsh students for
the academic years 1998-99 to 2002-03. Costs for English and Welsh students have been pro-rated on the basis of numbers of students
from each country.
In addition, students also received a subsidised loan towards living costs. The maintenance grant comprised approximately 50 per
cent. of the total package available to students for their living costs.
Tables 3 and 4 show actual payments for maintenance grants (excluding allowances) made by LEAs in real and cash terms under the
"Mandatory Awards" scheme for each of the financial years 1998-99 to 2002-03.

Mr. Ruane: To ask the Secretary of State for Education and Employment if he will list the total amount spent on (a) nursery and (b)
pre-school education in (i) England in 1980 to 2000 and (ii) Wales in 1980 to 1998. [141680]
Ms Hodge: [holding answer 11 December 2000]: Total Government expenditure on under-fives in England is estimated to increase by £1
billion in 2003-04 compared with 1996-97. All four-year-olds already have a guaranteed early education place. The Government have
made a commitment to provide a free nursery education place for all three-year-olds by 2004.
The following table gives, in real terms at 1999-2000 prices, local education authority current expenditure on under-fives
(including rising fives) in England from 1979-80 through to 1999-2000, including the nursery voucher scheme funding of £636 million
in 1997-98. These figures include all local authority expenditure on nursery and pre-school education, including funding from
sources outside that specifically allocated for this purpose.
