Ms Ward: To ask the Secretary of State for Education and Employment how much money nursery schools will receive from the
Chancellor's pre-Budget Statement allocation to schools. [139451]
Ms Hodge: Maintained nursery schools in England will receive just over £2 million in total from the allocation in the Pre-Budget
Statement of £167 million of additional capital grant to schools in England for 2000-01.
In addition, maintained nursery schools are receiving £7 million in 2000-01 to develop and extend the services they offer and to
upgrade buildings and equipment so that they can provide wrap around care and other family support services.
The funding we are making available to these schools is part of our overall commitment to the early years which includes, for the
first time, the provision of free early education places for three-year-olds across all sectors. All three-year-olds will be able to
access a free early education place by September 2004 and total spending on nursery education will increase from £1 billion in
1996-97 to £2 billion in 2003-04.
Following the March 2000 Budget, we made additional direct grant payments of £3,000 to each nursery school. This was increased
following the Spending Review to £6,000 per school.

Mr. Bercow: To ask the Secretary of State for Education and Employment what plans he has to provide funding for pre-school playgroup
places for three-year- olds in Buckinghamshire. [134581]
Ms Hodge: Details of the funding we will be making available to Buckinghamshire local education authority to fund places in 2001-02
will be announced shortly. Figures are not available for the number of places specifically funded in pre-school playgroups.
From April 2000, Buckinghamshire local education authority were allocated £144,000 to create a total of 124 new, free, part-time
early education places in 2000-01 for three-year-olds in all settings. This was increased in September 2000 by £193,000 to fund a
further 250 places.
The allocation of places at a local level is the responsibility of the Buckinghamshire early years development and child care
partnership. At a national level, approximately 80 per cent. of the new places made available for three-year-olds are in the
private, voluntary and independent sectors.
Since May 1997, we have increased the number of early education places for three and four-year-olds nationally by 120,000. Already
all four-year-olds in Buckinghamshire have access to an early education place. By September 2004, all three-year-olds will also be
able to do so.

Mr. Gareth R. Thomas: To ask the Secretary of State for Education and Employment what funding is available to support the training
of play workers in after-school clubs. [128745]
Ms Hodge: It is not possible to identify funding which is specifically available for the training of play workers. However, we have
allocated £18 million in England to Training and Enterprise Councils between 1998-99 and 2000-01 to support the training needs of
the child care workforce, including playworkers. Early Years Development and Childcare Partnerships also spend a proportion of their
budget on training. Further Education Colleges also spent £93.32 million on child care related training in 1998-99. This is in
addition to the New Opportunities Fund (NOF) budget for the UK of £220 million from 1999-2003 to fund a significant expansion in out
of school provision. Training is an acceptable element in bids made to NOF for support under the programme.

Mr. Jim Cunningham: To ask the Secretary of State for Education and Employment what recent measures have been introduced to help
lone parents achieve a better balance between work and family life. [127244]
Ms Hodge: [holding answer 29 June 2000]: The Government's work-life balance campaign was launched by the Prime Minister on 9 March.
Work-life balance describes any set of policies and practices that both help people to achieve better balance between work and their
lives outside work and benefit the business.
The campaign aims to increase the number of employers who adopt work-life policies and practices. By introducing flexible working
policies employers can increase job opportunities and recruit from a wider pool, especially from those with caring responsibilities,
such as lone parents, or those with disabilities.
The discussion document "Changing Patterns in a Changing World" describes how we will take the campaign forward in partnership with
an alliance of 22 leading businesses committed to promoting the business benefits of work-life balance. Our campaign builds on and
complements the work of the National Work Life Forum.
Last month we invited employers to apply for our new £2.25 million Work-Life Balance Challenge Fund. Successful applicants will
receive free consultancy advice about implementing flexible policies which improve both their business and help their employees
balance work and the rest of their lives.

Ms Hodge: [holding answer 21 June 2000): 190,000 additional new free early years education places for three-year-olds will be made
available using the £390 million allocated by the Government. This will allow us to meet the national target of providing 66 per
cent. of all three-year-olds in England with a free place.
We are currently seeking to target those children in most social need. To this end different targets have been set with local
authorities to reflect their position on the Government's Index of Local Deprivation.
Based upon 1998 participation levels, the table shows the estimated number of new places which would be required in each local
education authority area to take the number of free places available in that Authority to the national target level of 66 per cent.
It also shows our estimate of the percentage of three-year-olds in each area who will have a free place by April 2001.

Ms Buck: To ask the Secretary of State for Education and Employment how many (a) full-time and (b) part-time nursery places were
provided in each London local authority in (i) 1996-97, (ii) 1997-98, (iii) 1998-99 and (iv) 1999-2000 for (a) three-year-olds, (b)
four-year-olds and (c) all children aged under five years. [125418]
Ms Hodge: The available information on the number of children under five who are in some form of early years education is shown in
the table.
Currently, all eligible four year old children in England are in some form of early education, including 16 per cent. in private and
voluntary places. Funding is provided through the early years partnerships for LEA, voluntary and private places.
Since September 1999, we have invested substantially in the creation of new, free early educations places for three-year-olds.
During 1999-2000, funding was focused on 65 authorities, chosen on the basis of social need, and over 46,000 three-year-olds were
able to access free early education for the first time.
Over 80 per cent. of new free places were concentrated in the private, voluntary and independent sectors and we expect this trend to
continue over the next year. Our aim is that 66 per cent. of three-year-olds nationally should have access to a free early education
place by March 2002, enabling some 190,000 three-year-olds the opportunity to access a free place for the first time.

Ms Hodge: [holding answer 21 June 2000]: The information is not available in the form requested. Up to September 1999, `free' places
for three-year-olds were only available in maintained nursery and primary schools funded by local education authorities from their
own budgets. Since September 1999 specific funding by the Government for three-year-olds has been introduced and is available to
both maintained and private, voluntary and independent providers via the Early Years Development and Childcare Partnerships. From
summer 2000 this extra funding will be available in all local authority areas.
The available information on the numbers of three-year-olds in early-years provision for England and in each local education
authority is contained in tables, copies of which have been placed in the Libraries. Table 1 gives the number of children in free
early-years education places from 1996 to 2000. Table 2 shows the number of new funded places for three-year-olds being created in
all sectors over the next year, including newly projected figures for summer 2000, autumn 2000 and spring 2001.
The new places this year are supported by £100 million of funding. Half of all three-year-olds will have access to a free place by
spring 2001, and the Government are well on track to meet the 2002 target of expanding overall nursery provision to 66 per cent. of
three-year-olds.

Mr. Simon Hughes: To ask the Secretary of State for Education and Employment how many additional free early years education places
would be required to meet the Government's target of free places being available for 66 per cent. of three-year-olds by 2002 for (a)
England and (b) each local education authority in London. [122710]
Ms Hodge: [holding answer 19 May 2000]: 190,000 additional new free early years education places for three-year-olds will be made
available over the next three years using the £390 million allocated by the Government. This will allow us to meet the national
target of providing 66 per cent. of all three-year-olds in England with a free place.
We are seeking to target those children in most social need. To this end different targets have been set with different local
authorities to reflect their position on the Government's Index of Local Deprivation.
The following table shows the estimated number of new places required in the local education authorities in London to contribute to
taking the national figure to 66 per cent. It also shows our estimate of the percentage of three-year-olds in each area who will
have a free place by April 2001.
