Dermatology is a highly competitive specialty training pathway and often oversubscribed. Nationally and locally there has been a 100% fill rate in dermatology training for the past four years.

There has been a 22% increase in full time equivalent (FTE) dermatologists (doctors at the consultant grade) in post since September 2010, with 1,049 FTE dermatologists working in the National Health Service in November 2018.

The number of medical specialty training places that are available each year is set by Health Education England and is based on their assessment of service gaps and predicted workforce needs.

It is the responsibility of individual NHS trusts to have staffing arrangements in place that deliver safe and effective care. This includes recruiting the staff needed to support these levels and meet local needs.

The regulations implementing the ban on the use of combustible materials in the external walls of certain new high rise buildings, including hospitals, came into force on 21 December 2018. The Government is committed to reviewing the regulations after a year of their operation. The Department of Health and Social Care and the Ministry of Housing, Communities and Local Government continue to discuss these matters.

Medicines to treat bleeding disorders are in scope of our medicines contingency plans because these are licensed medicines. Contingency work for blood and blood components is being led by NHS Blood and Transplant.

We understand that these medicines are vitally important to many people in this country. Our contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the European Union to ensure that the supply of medications for bleeding disorders and other essential medicines for patients is not disrupted. In developing our plans, we have received very good engagement from industry who share our aims of ensuring that the continuity of supply of medicines and medical products for patients is maintained and able to continue unimpeded after the UK leaves the EU on 29 March 2019.

We have asked companies to ensure a minimum of six weeks additional supply over and above existing business as usual stocks by 29 March 2019, or to make provision for airfreight of medicines that cannot be stockpiled.

That is why we are working to ensure we have sufficient roll-on, roll-off freight capacity on alternative routes to enable these vital products to continue to move freely in to the UK. Medicines and other medical products will be prioritised on these routes to ensure that the flow of all these products will continue unimpeded after 29 March 2019.

Treatments for bleeding disorders include pharmaceutical medicines as well as products derived from donated blood, such as clotting factors. As these are licensed medicines, they will be in scope of our medicine supply contingency plans. Contingency work for blood and blood components is being led by NHS Blood and Transplant.

We understand that these medicines are vitally important to many people in this country. Our contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the European Union to ensure that the supply of medications for bleeding disorders and other essential medicines for patients is not disrupted.

In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines to the UK that come from, or via, the EU/European Economic Area (EEA) asking them to ensure a minimum of six weeks’ additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019.

We recognise, however, that certain medicines cannot be reasonably stockpiled. Where these medicines are imported from the EU or EEA, we have asked that suppliers ensure in advance plans to air freight these medicines from the EU in the event of a ‘no deal’ exit.

Whilst the stockpiling medicines and alternative air freight remains a critical part of our ‘no deal’ medicine supply contingency plans, we are also supplementing these with additional actions.

We have further secured sufficient roll-on, roll-off freight capacity on alternative routes to enable these vital products to continue to move freely in to the UK. Medicines and other medical products will be prioritised on these routes to ensure that the flow of all these products will continue unimpeded after 29 March 2019.

Throughout enacting our plans, we have received very good engagement from industry who share our aims of ensuring that the continuity of supply of medicines and medical products for patients is maintained and able to cope with any potential delays at the border that may arise in the short term in the event of a ‘no deal’ EU exit.

The NHS Learning Support Fund was developed in recognition of the compulsory clinical placement hours that student nurses, midwives and allied health professions within the scope of the reforms implemented in August 2017 need to complete in order to graduate from their courses.

The route into paramedicine currently has various education and funding models. Therefore, paramedic training was not included in the scope of the reforms implemented in 2017. Financial support arrangements will be considered as paramedicine becomes an all degree subject, as agreed by the Health and Care Professions Council on 21 March 2018.

The Department for Transport reached agreement with Northern Rail in April 2014 to

introduce four-coach electric trains that will begin operating in passenger service between Liverpool and Manchester from December 2014.

TransPennine Express also received 10 new four-coach class 350 electric trains, which will now operate between Manchester and Scotland. Since May, TransPennine Express has used the displaced diesel trains to provide an additional service every hour across the Pennines and additional capacity across the network. In relation to the TransPennine Express diesel class 170 trains that Chiltern will lease from April 2015, the Department is continuing to explore options with industry partners and is in commercial negotiations. The Department will be outlining its proposed solution later in the year.

The new directly awarded franchise for TransPennine that begins in April 2015 will aim to provide train services at the same level as is currently available to passengers today until the start of the new completed franchise, expected in February 2016.

The Department is working with train operators and the rolling stock companies to ensure that adequate rolling stock is available to provide continued levels of service to passengers on the route.

My apologies, Mr Speaker. With permission, I would like to group Questions 4 and 8. So excited was I about electrification that I wanted to mention that the Government have committed funding to electrify more than 880 miles of railway by 2019. Last week, we announced the Wigan-Bolton electrification, and a joint taskforce is being set up to explore where next we can look for rail electrification in the north of England.

The Department does not subscribe to Sky Sports or any other equivalent premium sports television service.

Private parking management companies wishing to request vehicle keeper information from the Driver and Vehicle Licensing Agency must meet the appropriate legislative and contractual requirements. They are also required to maintain membership of an accredited trade association and ensure their operations comply with a code of practice. The British Parking Association is currently the only accredited trade association for the parking industry.

Parking enforcement operatives are required to register with the Security Industry Authority only if they are involved in vehicle immobilisation.
