Mr. Forth: It is for each further and higher education institution to determine its criteria and procedures for considering
applications and making access fund payments to eligible students, in the light of its assessment of individual student need and in
accordance with annually reviewed guidance from the Department for Education and Employment, the Further Eduction Funding Council
and the Higher Education Funding Council for England.

Mr. Dalyell: To ask the Secretary of State for Education and Employment what plans she has for funding increased in-service training
for (a) primary teachers teaching science and (b) science teachers in secondary schools. [10957]
Mr. Forth: The Government support in-service teacher training, for both primary and secondary school teachers, through elements of
the grants for education support and training programme. GEST-supported expenditure will rise from £266.4 million in 1996-97 to
£296.8 million in 1997-98. Schools generally have considerable flexibility in deciding how to spend GEST funds, although some is
ring-fenced, including funding to enhance primary teachers' subject knowledge.

education institutions, (ii) further education colleges, (iii) maintained secondary schools and (iv) assisted places in independent

Mr. Forth: [holding answer 19 December 1996]: The relevant information is set out in the following text and tables. Figures for each
education sector are, however, not directly comparable.
Participation in higher education has risen substantially. One in three young people now attend university full-time, compared with
only one in eight in 1979. The expansion in student numbers has been accompanied by substantial improvements in efficiency and
continuing high quality as demonstrated by the Higher Education Funding Council for England's quality assessments. Participation is
planned to continue at record levels in the future and planned expenditure on higher education will increase by £200 million over
the next two years.

Since the transfer of responsibility for the further education sector from local education authorities to the Further Education
Funding Council on 1 April 1993, both expenditure on further education and the number of full-time equivalent student numbers have
increased. Colleges have also made significant improvements in their efficiency. The Government will make available an extra £80
million over the next two years.

Comparable figures before 1993-94 are not available because of the transfer of responsibility for funding the further education
sector from local education authorities to the FEFC from 1 April 1993.
LEAs are responsible for the allocation of resources to pre-primary, primary and secondary schools which they maintain. Since 1979
spending per pupil has increased in real terms by 48 per cent. For 1996-97 and 1997-98 total additional funds of £1.7 billion have
been provided for maintained schools. Since spending depends upon decisions made by individual LEAs, the Government do not make
projections for future years and does not set targets for efficiency gains.

and services, and from 1990-91 includes unspent balances held by schools under local management schemes.
LEA-maintained schools include pre-primary, primary and secondary schools. The figures have not been adjusted for any changes in the
functions of LEAs, such as, for example, the transfer of sixth-form colleges to the new further education sector on 1 April 1993.
Spending on the assisted places scheme has increased since 1989-90. The amount of spending per assisted pupil depends upon a number
of factors, including changes in approved fees and in parental incomes and contributions. Net expenditure per place has risen in
real terms as the scheme has included an increasing proportion of lower income families whose contributions are smaller. Forecasting
the relevant factors is subject to a range of uncertainty, and the Department does not publish projections of spending per pupil.
Similarly, for these reasons it is not possible to calculate efficiency changes.

Mr. Forth: It is for the Higher Education Funding Council for England to decide on the detailed criteria for its 1997-98 research
equipment initiative. The council intends to finalise the criteria before the end of the current financial year, and details will be
placed in the Library. The 1996 Budget letter to the council made clear, however, that the £20 million grant earmarked for research
equipment would be expected to generate matching private funds from industry and other users of research.

Mr. Forth: The latest estimate of the Department's grant to the Teacher Training Agency in 1996-97 is £197.763 million, consisting
of £190.090 million recurrent expenditure, £4.473 million on capital expenditure and £3.200 million on administration costs. Subject
to parliamentary approval, we plan a total grant of £209.771 million to the TTA in 1997-98, including £204.778 million on programme
expenditure and £4.993 million on administration. Decisions on the detailed distribution of these sums are for the TTA itself.

Mr. Forth: Funding for higher education courses for in-service training of teachers, INSET, is calculated and distributed on the
basis of academic years. This funding was not separately identified by HEFCE in 1993-94. The amount of recurrent funding allocated
for such courses in later years by the HEFCE and TTA is set out in the following table.
It is impossible to identify the cost of administering this funding between 1993-94 and 1995-96 because it formed part of a larger
academic subject category; the cost of administering the funding through the TTA in 1996-97 is estimated to be £28,000.

Mr. Forth: Clauses 3 and 5 of the Education Bill enable grant-maintained schools to expand their capacity by up to 50 per cent. and
to add or remove nursery, sixth form or boarding provision without central approval. Where capital funding is required, schools will
need to consider the full range of options, including their annual formula-based capital allocations, commercial borrowing and the
private finance initiative. As to recurrent funding, the existing mechanism will continue to apply, with the overall resources
available being determined through the annual public expenditure settlement.

framework document, setting out the aim and objectives of the Employment Service, with particular reference to the roles and
responsibilities of the Secretary of state and the chief executive, following the introduction of the jobseeker's allowance.

Mr. Forth: The framework document for the Employment Service has been revised to take account of the recommendations of the prior
options review and the changed responsibilities and objectives of ES following the introduction of the jobseeker's allowance. Copies
of the new framework document have been placed in the Library.
