The net DTI expenditure, leaving aside the research councils, between 1997 and 2006on R and D via (a) 'grants' represents a cost of£2,490.8 million, (b) 'loans' are not currently used by the Department to fund R and D, (c) 'incentives' in the form of R and D tax credits are owned by the Treasury and as such do not represent an expense on the Department."Source: Office of National Statistics 2004 Government survey of R and D on website:""http://www.ost.gov.uk/setstats/index.htm"
