Chris Ruane: To ask the Secretary of State for Defence (1) what plans the Government have to celebrate the 60th anniversary of D-Day; and if he will make a statement; [135516] (2) what funding has been allocated by the Government for the commemoration of the 60th anniversary of D-Day; [135519] (3) what representations he has received from the (a) Normandy Veterans Association, (b) British Legion and (c) other bodies concerning the commemoration on the 60th anniversary of D-Day; [135520] (4) how the Government will be represented at celebrations to mark the 60th anniversary of D-Day in France. [135521] Mr. Caplin: Details of the Government's position on the 60th anniversary of D-Day were outlined in my letter to all Members of the House of 7 July 2003 and updated in my reply to the hon. Member for Yeovil (Mr. Laws) on 11 November, Official Report, columns 27-31WH. Further resources to those referred to as part of routine deployments may also be in attendance but it is too early to provide details at this stage. I announced on 17 September that arrangements had been made with P&O Ferries to offer subsidised tickets to veterans travelling to France in 2004. My hon. Friend the Minister of State at the Home Office (Beverley Hughes) announced on 4 June that one year free passports would be made available to eligible veterans travelling to France in 2004. Since the beginning of 2002 MOD officials have had two meetings with representatives of the Normandy Veterans Association (NVA). The Department has received ten letters from hon. Members and five direct from members of the public relating to the NVA. The Department also received 36 letters from hon. Members as a result of a letter sent by The Royal British Legion (TRBL) in June of this year to all hon. Members. There have also been one written and two oral parliamentary questions in the House of Lords, eight written parliamentary questions in the House of Commons, 39 letters from hon. Members and 39 letters direct from members of the public which did not specifically represent the NVA or TRBL. The Government intend to be properly represented at both ministerial and senior armed forces level at all major events next June and officials in the royal household will respond when the invitations have been received from the French Government.

The cost of private treatment in respect of centrally run treatment initiatives and single service schemes in the United Kingdom in each of the years from 2001-02 to 2002-03 is shown as follows. The figures represent payments under the Service Level Agreements between the Ministry of Defence and the NHS Hospital Trusts which host the MOD Hospital Units (MDHUs) as they became established, the Royal Centre for Defence Medicine (RCDM) from 2001-02 onwards, and the Royal Surrey County Hospital from 2000-01 onwards (for oromaxillofacial treatment only). The figures for 1996-97 to 2000-01 represent the net costs to MOD after offsetting the payments received from the host Trusts in respect of military personnel serving in MDHU's, the RCDM and the Royal Surrey County Hospital. With effect from 1 April 2001, the two sets of costs were separated and figures shown for that year onwards represent gross treatment costs.

Mr. Gerald Howarth: To ask the Secretary of State for Defence (1) if he will make a statement on the state of British war graves in South Africa; and if he will increase the MOD's contribution to the upkeep of the graves; [125942] (2) what discussions his Department has had with (a) the Commonwealth War Graves Commission and (b) the Adjutant General's Office concerning funding for the upkeep of British Boer war graves in South Africa; [125943] (3) what recent discussions he has had with the South African government regarding funding for the maintenance of British war graves in South Africa; [125944] (4) further to his answers of 20 May 2003, Official Report, column 673W, and of 23 June 2003, Official Report, column 539W, on the Boer War, whether the contributions made by the Government to the South African Heritage Resources Agency have been suspended. [126060] Mr. Caplin: I refer the hon. Member to the answer I gave him on 23 June 2003, Official Report, column 539W. The Adjutant-General, who is responsible for pre-1900 British war graves, earlier this year funded a study by the Commonwealth War Graves Commission into the costs of restoring and maintaining those graves in South Africa. This report is currently under consideration and consequently no discussions have yet taken place with the South African authorities. Any proposal to change the amount made in the annual donation to the South African Heritage Resource Agency from the present level of £15,000 will be considered in the context of the Commonwealth War Graves Commission report. This money is administered by our Defence Attache« in Pretoria and allocated to specific projects before being passed to the relevant South African agency.
