[holding answer 15 March 2006]: At March 2005 (the latest figures available) the vacancy rate lasting three months or more was 3.5 per cent. for diagnostic radiographers compared with 4.8 per cent. in 2004; and 6 per cent. for therapeutic radiographers compared with 8.8 per cent. in 2004. The number of vacancies was 356 and 98 respectively for diagnostic and therapeutic radiographers. This downward trend reflects the Government's successes in increasing both the national health service radiography workforce and also the numbers of students entering training to become radiographers.

Information is not collected centrally on the number of interventional radiologists employed in the national health service. The table shows the number of hospital medical staff in the radiology group of specialties in each year since 1997.
Between September 1997 and June 2005, the number of consultants in the radiology group of specialties increased by 544 or 37 per cent. Between 2002–03 and 2004–05, 166 new centrally funded specialist registrar posts were allocated. An additional 60 new posts were allocated in 2005–06, including posts for the new clinical radiology academies.It is the responsibility of NHS organisations to analyse their local situation and develop plans to deliver high quality NHS services and recruit the appropriate staff required to deliver these services.

[holding answer 20 October 2005]: Independent sector diagnostic scanning activity has been procured to meet the immediate need for additional workforce and imaging capacity to treat national health service patients and to enable the Government to deliver their election manifesto pledge to deliver a maximum wait of 18 weeks from general practitioner referral to hospital treatment by 2008.As well as making selective use of the independent sector, the Government are also tackling the shortage of radiographers in the NHS. The pledges in the NHS Plan to train and recruit more therapists and other health professionals have been delivered and we expect that there will be 30,000 more therapists and scientists, including radiographers, employed in the NHS by 2008 than there were in 2001.

Under Agenda for Change, the basic pay that staff receives reflects the knowledge, responsibility, skills and effort required for their job as measured by the new national health service job evaluation scheme, rather than their previous job title. Agenda for Change also has generally fewer pay bands than the Whitley system it replaces. For these reasons, there is no guarantee that staff in different Whitley grades in the past will be in different pay bands under Agenda for Change.In the case of radiography, there have been concerns about the wording in some national job profiles which assist trusts in assimilating radiographers to the new pay system. The job evaluation group, a sub-group of the NHS Staff Council, is currently working with the Society of Radiographers to revise the band five and band six national profiles.This work cannot guarantee that senior II radiographers will be in a higher pay band than basic grade radiographers. It will however help ensure that assimilation decisions are appropriate. In addition, where trusts consider that pay levels are insufficient to recruit or retain staff, they are allowed to pay recruitment and retention premia of up to 30 per cent. of basic pay. For these reasons, it is not anticipated that the move to the new system will result in recruitment problems in the profession.

The information requested is shown in the table.The standard hours for radiographers employed under Whitley Council terms and conditions are 35 hours. ““Agenda for Change”” replaces these arrangements and, under the new terms and conditions, the standard hours for all staff are 37.5. Implementation of ““Agenda for Change”” started in December 2004.

Information on vacancy rates and full-role calculations on three month vacancy rates for radiographer and consultant radiologist posts in each hospital trust has been placed in the Library. Vacancy rates for radiographers fell between March 2003 and March 2004. Vacancy rates for consultant radiologists fell between March 2002 and March 2004.

Since 1999, the number of radiographers employed in the NHS has increased by 1,570 (13 per cent.) to 13,900 in 2004. The Government have substantially increased training places for radiographers and expect that there will be further increases in the radiography workforce, but no forecast numbers are available to 2010.
