Helen Southworth:: To ask the Secretary of State for Health what action his Department is taking to ensure effective (a) diagnosis, (b) treatment and (c) rehabilitation for people suffering chronic effects of carbon monoxide poisoning syndrome. [91610] Ms Blears: In February 2002, the Chief Medical Officer and the Chief Nursing Officer published a letter Carbon Monoxide: The Forgotten Killer. This letter pulled together the most current information available on carbon monoxide and was forwarded to community nurses, midwives, health visitors and general practitioners. The letter gives instruction on how to diagnose carbon monoxide poisoning as well as how to manage patients who may display symptoms of poisoning. The Department has also forwarded a video-tape, prepared for the Health and Safety Executive, to all GP surgeries. This tape again highlights the symptoms of carbon monoxide poisoning and gives advice to medical practitioners on how to diagnose possible poisoning cases. The Department has supported and continues to support voluntary organisations through the Section 64 Grants to Voluntary Organisations Scheme. These organisations provide support and advice for people and their families who have been affected by carbon monoxide poisoning. Officials in the Department have also published two papers in scientific journals that discuss carbon monoxide poisoning and in particular how exposure to long-term, low concentrations of carbon monoxide can affect health. The Department has also included a research project on carbon monoxide in its most recent programme of research in the air pollution field. The results of this project will be made available to the public on completion.

Dr. Fox: To ask the Secretary of State for Health what radiological protection, with specific reference to protective coverings, is required when using new scanners; and whether the cost of protective items is covered by the funds set aside for extra CT and MRI scanners. [84015] Ms Blears: The following regulations, standards and guidelines are designed to ensure that all aspects of safety, including radiation protection issues, are addressed whenever diagnostic medical equipment is installed in the United Kingdom. For general safety issues, all equipment must be CE-marked in accordance with the requirements of the Medical Devices Regulations, 2002, S.I. 2002, no. 618, which are derived from the Medical Devices Directive, 93/42/EEC. In addition medical electrical equipment should meet the British and European standards, such as the General Requirements for Safety, BSEN 60601. The Ionising Radiations Regulations 1999 (IRR99) provide radiation protection to workers and the public and are enforced by the Health and Safety Executive. Department of Health regulations concerning radiation protection for patients are the Ionising Radiation (Medical Exposure) Regulations 2000 [IR(ME)R 2000]. To ensure that imaging equipment is installed in suitable accommodation, NHS Estates publish guidelines that describe issue that should be considered. References to the relevant publications are provided below. Consultations regarding the allocation of extra computed tomography and magnetic resonance imaging scanners are under way with strategic health authorities and local healthcare commissioners. These discussions will ensure that adequate funding is in place to allow the safe installation of all new equipment. Mr. Laurence Robertson: To ask the Secretary of State for Health what assessment he has made of the strength of Vitamin B6 when used for (a) countering heart disease and (b) female hormone control, in the light of the Food Standards Agency's report on safe maximum dosages; and if he will make a statement. [79330] Ms Blears: [holding answer 4 November 2002]: There is epidemiological evidence that homocysteine is an independent risk factor for cardiovascular disease (CVD) and increasing levels of some B vitamins, including B6, may reduce blood levels of homocysteine. However, there is not yet conclusive evidence that reducing blood homocysteine--through increased intake of B vitamins--has a direct impact on the incidence of CVD. There are on-going randomised controlled trials assessing the impact of lowering homocysteine levels on the incidence of heart disease. The evidence to date suggests that B6 may have a positive effect on pre-menstrual symptoms, but this is based on limited information from poor quality trials. Further trials are required to confirm an association. The expert group on vitamins and minerals (EVM) was asked to advise on the safety of intakes of vitamins and minerals in food supplements and fortified foods. The EVM was not asked to consider the beneficial effects of the vitamins and minerals under consideration, although nutritional need was taken into account to ensure that safe upper levels were not set at a level below dietary requirements. The EVM draft report is the work of an independent advisory group, currently out to public consultation and available on the Food Standards Agency website.
