Mr. Bercow: To ask the Prime Minister what additional co-operation, under paragraph 11 of the Tampere Presidency Conclusions, is
intended with respect to (a) combating poverty, (b) preventing conflicts and (c) ensuring rights for women and children; what Treaty
base will apply; what budget sums will be involved; and what budget line will be their source. [96576]
The Prime Minister: These issues are covered under paragraph 11 in Section AI of the Tampere Presidency Conclusions. The intention
is that these issues should be pursued as part of the future work of the High Level Working Group on Asylum and Migration, whose
mandate was extended by the Special European Council at Tampere.
Appropriate Treaty bases and budgetary issues will be considered as implementation of the Action Plans progresses.
It is unlikely that implementation could be undertaken within existing resources and the UK will give careful consideration to the
financial implications of any specific measures which emerge.

Sir Richard Body: To ask the Prime Minister what consultations he has had with the heads of other NATO countries about the cost of
reconstruction in Yugoslavia; and if any member country has yet agreed to contribute financially. [94125]
The Prime Minister: The European Union (through the European Commission) and the World Bank are responsible for the co-ordination of
the donor effort for the reconstruction of Yugoslavia. All NATO countries are represented in either or both of these organisations.
The EU and World Bank are organising a series of donor conferences, the first of which was on 28 July 1999. At this conference
initial donor indications of financial support amounted to US$2.1 billion. NATO members indicating their intention to provide
financial support at this stage were: Denmark, France, Germany, Italy, Norway, Spain, The Netherlands, Turkey, United Kingdom and
the United States. NATO countries who are also members of the EU will also be contributing multilaterally through the European
Commission.

The Prime Minister: [holding answer 5 July 1999]:
I have accounted fully for all overseas travel undertaken by Ministers, including members of the official party and I refer the hon.
Member to the answer I gave to my hon. Friend the Member for Stalybridge and Hyde (Mr. Pendry) on 17 June 1999, Official Report,
columns 196-97. There is, however, no systematic and central record kept of every visit made by hon. Members which has funding
support from a Government source.
In exceptional circumstances, hon. Members can receive funding from Government. These can include official events where
representation wider than just the Government is warranted, for example the handover ceremony of Hong Kong where the Government paid
for the Leader of the Opposition and the leader of the Liberal Democrats to attend.
Members may also occasionally travel abroad as members of an official party observing elections in emerging democracies. The costs
of such visits are usually met by the respective Government or by a national or international sponsoring organisation such as the
European Union or United Nations. Again, no records are available centrally for such costs.
Since December 1998, my Office has not funded any overseas visits by hon. Members.

provision is being made for Wales. [91420]
The Prime Minister: [holding answer 15 July 1999]:
On 6 July, I launched a consultation on proposals for support for the creation of Regional Venture Capital Funds in England. The
proposed support will form one element of a package of measures to support small and medium enterprise finance. This package will be
funded through the Department of Trade and Industry's Enterprise Fund, announced in the 1998 Competitiveness White Paper (Cm 4176).
The legal basis for the new support is Sections 7 and 8 of the Industrial Development Act 1982. The power to provide support is a
concurrent power, that is, it is shared by the Secretary of State and the devolved administrations. Each administration therefore
has the power to make similar assistance available to that proposed for England. Mechanisms to support venture capital in Wales are
a matter for the National Assembly for Wales.
Other elements of the Enterprise Fund package of measures (including the Small Firms Loan Guarantee Scheme) will be made available
by the Secretary of State for Trade and Industry across the United Kingdom, in consultation with the devolved administrations.

Mr. Bercow: To ask the Prime Minister if it is Government policy to restrict spending increases allotted to EC development
assistance programmes; and if he will make a statement. [89735]
The Prime Minister: The Government seek to spend the United Kingdom's international development budget on those programmes which are
most effective in contributing to the achievement of the international poverty eradication targets.
During negotiations for the period 1993-99, the previous administration agreed to increase the amount of money allocated to the EC's
development programmes by 180 per cent. This increase means that the UK now channels 30 per cent. of its international development
budget through the EC. Owing to concerns about the effectiveness and impact of the EC's development assistance programmes, the UK
successfully sought to hold down the level of growth to 1 per cent. for international development expenditure in the negotiations
for 2000-06.
At the end of last year, the Department for International Development published a strategy paper setting out detailed proposals for
strengthening its collaboration with the EC to improve the poverty focus and effectiveness of its programmes. Copies were placed in
the Library.

Mr. Worthington: To ask the Prime Minister what undertakings were given to the Government of Macedonia during his recent visit to
Macedonia, with respect to (a) levels of aid from the United Kingdom, (b) the willingness of the United Kingdom to accept refugees
from Macedonia, (c) assistance and the speed of delivery of assistance from the European Union and (d) help from international
financial institutions; and what progress has been made in fulfilling these undertakings. [84788]
The Prime Minister: [holding answer 24 May 1999]:
During my visit to Macedonia, I gave the following undertakings to the Government of Macedonia:
(a) The UK would allocate an additional £20 million for humanitarian assistance to the refugees in the region, including Macedonia,
making a total of £40 million since the crisis started. £14.5 million of the additional £20 million has now been committed. I also
promised £5 million of technical assistance to Macedonia to increase the capacity of the Government to absorb international
assistance and to carry out reform. The Department for International Development is in the process of identifying suitable projects.
(b) I made clear to the Government of Macedonia that the UK was willing to accept refugees from Macedonia provided that they were
properly selected by the UNHCR. The Government have since accelerated the arrival of refugees from the region and has now taken
2,782 people.
(c) I promised the Macedonian Government to press for the European Union to disperse the 25 million euro of budgetary assistance as
soon as possible. I spoke subsequently to the President of the Commission to make sure that this happened. The first instalment was
paid by the European Commission on 12 May, the second instalment will be released on 1 July and the third on 15 October. The
European Commission has also provided technical assistance to the Macedonian Treasury to help them to disburse these funds through
the budget.
(d) On my return from Macedonia, I also spoke to the Managing Director of the IMF in advance of the Donor Conference on assistance
to Macedonia on 5 May. I asked that the IMF and other international financial institutions should speed up their support for
Macedonia. At the Donor Conference, the international community, including the international financial institutions, pledged $252
million in financial assistance to Macedonia.
