The Defence budget is spent as efficiently as possible to deliver value for money in producing required military capability, but is not allocated on a regional basis or by individual service. For example, military equipment is provided for the armed forces by the Defence Equipment and Support (DE&S) organisation, which receives the top level requirements under the guidance of the Deputy Chief of Defence Staff (Capability). These are determined on a capability basis.Estimates for direct MOD expenditure on equipment and non-equipment, and civilian and service personnel in Scotland are provided in the following table. Expenditure has been expressed as a percentage of the MOD's total worldwide actual cash expenditure. It is not possible to give a final figure for expenditure for Scotland as our contractors may place subcontracts with organisations outside Scotland. Moreover, companies in Scotland may receive defence subcontracts from firms elsewhere in the UK.
The MOD presents estimates of annual procurement of goods and service in the UK broken out by industry sector and estimates of aggregate MOD equipment expenditure annually in "The UK Defence Statistics2, which can be found at the following link:"http://www.dasa.mod.uk/UKDS2008/ukds.html"The most recent data covers 2002-03 to 2006-07 and the data for 2008-09 will be published on 27 September 2009. Given that there is no regional consideration to the defence budget, we will no longer produce a regional breakdown of direct defence employment and associated expenditure after then.There is a strong manufacturing base in Scotland as a result of sustained investment by the UK Government. The Scottish Affairs Select Committee report into Employment and Skills for the Defence Industry in Scotland, published in June 2008, said that "the defence industry is vital to Scotland". Defence and aerospace industries generate nearly £2.31 billion in sales and together with the MOD support almost 50,000 jobs and a record number of apprentices.

The right hon. Lord Drayson will be Minister of State for Strategic Defence Acquisition Reform, leading on the reform of Defence acquisition, Defence Research and Development, and championing new technologies in Defence. As the architect of the Defence Industrial Strategy he will lead work on the next version of the strategy. He will also have responsibilities as Minister of State, Department of Business Innovation and Skills, for Government policy on science and innovation.Quentin Davies MP will remain as Parliamentary Under-Secretary of State and Minister for Defence Equipment and Support, with his existing responsibilities for the Defence Equipment Programme through life, performance management of Defence Equipment and Support and its agencies, and the MOD interest in Defence exports. He will work with Lord Drayson on acquisition reform. He will also assume the UK lead responsibility for the High Level Working Group with the French Government on equipment cooperation.

This answer takes ““most equipment”” to mean the total value of assets delivered, as it is a more relevant measure than volume or quantity. The 10 companies that received the highest total direct payments¹ from the Ministry of Defence during financial year 2007-08 in respect of equipment procurement, along with the approximate number of UK-based employees of each company, are shown in the following table.

We continue to make good progress in implementing the maritime element of the Defence Industrial Strategy.The formation of BVT Surface Fleet on 1 July, that brings together the shipyards at Portsmouth and on the Clyde under one management, and the signature of the contract to build the two Future Aircraft Carriers is a clear demonstration of this progress.The construction of the Carriers is a substantial boost to British industry and is expected to create or sustain 10,000 jobs across the UK at peak production, with around 1,000 jobs at each of the main shipyards. Along with the six T45 Destroyers, the Carriers will ensure a steady drumbeat of work in a shipyard for years to come.

The current estimate of the total cost overrun on major equipment projects is £3,036 million. We have taken major equipment projects to be all those with a procurement value greater than £20 million that have passed their main investment decision point but yet to reach their In Service Dates.

The estimated costs for the current Astute contract are £3,798 million; for the current Type-45 contract £6,464 million; and for Nimrod MRA4 £3,500 million. The first of the Astute class, ASTUTE, has an in-service date of 2009, with AMBUSH following in 2010, and ARTFUL in 2012. The estimated in-service date for Type-45 is November 2010, and for Nimrod MRA4 is 2010.

To inform the 2009 planning round, we are undertaking a short examination of the equipment programme to look at our planning assumptions in the next 10 years. That aims to bear down on costs and shift the balance of defence procurement to support operations.

His hon. Friend said that the review will expose certain things; he says that it is a way of delaying them. The review is a short review. If the hon. Gentleman had paid any attention to what I said, he would know that the review is there to inform our decisions in the 2009 spending round.

Is it not clear that a review of the major equipment programme is just another opportunity for the Government to push decisions ““to the right””, as the Ministry of Defence jargon goes, in order to delay expenditure for as long as possible, in the hope that the Government can get through a general election before they have to cancel anything? Is it not time for the Government to accept that they will not be able to deliver the capabilities that they originally promised in the strategic defence review under the current defence budget?

But the truth is that that short examination confirms what everyone knows: the forward equipment programme is inconsistent with the state of the defence budget. Will the Minister confirm that the examination is therefore likely to conclude that salami-slicing will no longer be enough and that a major amputation of an entire programme is probably required?

The hon. Gentleman knows that those eight Chinooks were ordered by the previous Conservative Government. That procurement was found to be completely within the terms of the procurement procedures. We could not go back to Boeing, because it had done what it had been asked to do, but those Chinooks were not compatible with our safety requirements. That was a pretty disastrous situation. We have decided to make those Chinooks fit for purpose, so that we can get them into theatre as quickly as possible. It was a pretty complicated mess in which we found ourselves in the first place, and yes, it has taken some sorting out.

In looking at the forward equipment programme, perhaps the Minister can look at the past equipment programme, too. We all want to see value for money, but does he really think that it is value for money for this country to have bought eight Chinooks that are now lying idle in a hangar? [Hon. Members: ““You bought them.””] Having said that—[Interruption.] I know exactly what the Minister is saying, but can he give the House an assurance that he will look at all the contracts on which we are now expending money, to ensure that there is no waste whatever in the equipment that our armed forces need?

To have the most accurate correlation possible between a complex forward equipment programme and the associated budgets provided, the MOD needs the highest order of financial advice available at its top levels. In the light of the two National Audit Office reports—one relating to the Chinook helicopter disaster, the other to the flog-off of QinetiQ, where senior management enriched themselves by ensuring that the price was well below the market value—what quality of financial advice are Ministers receiving in this benighted Department?
