To ask His Majesty's Government what assessment they have made of the Hong Kong Human Rights and Democracy Act in the USA; and what plans they have, if any, to introduce similar measures in the UK.
The measures the United States has taken on Hong Kong, including mechanisms for sanctions, are a matter for the US Government. Whilst we work exceptionally closely with likeminded partners, such as the US, it is important we work within the remit of our own regulations. We keep potential sanctions designations under close and regular review, however it is not appropriate to speculate as this could reduce their impact. The UK is committed to holding China to its international obligations and regularly reports on the situation in Hong Kong through our Six-monthly Report, the latest of which was published on 12 January.

US sanctions are a matter for the US Government, and it remains our position not to speculate about future sanctions or their potential impact. We continue to make clear our deep concerns about the human rights violations occurring in Xinjiang, including the use of mass surveillance and the technology used to facilitate it.

In exchange, Iran would reverse its nuclear escalation, return its nuclear programme to strict JCPoA limits and restore extensive monitoring by the International Atomic Energy Agency.

The sanctions in place on Russia due to their unprovoked invasion of Ukraine are entirely separate to the Iran nuclear deal. We reject attempts to exploit JCPoA negotiations to obtain assurances that are separate to the JCPoA. We have made this clear in regular E3 (France, Germany and the United Kingdom)+US lead negotiator meetings.

The Government is committed to supporting UK businesses to engage with China in a way that reflects the UK's values and takes account of national security concerns. We have published guidance which provides firms with clear, up-to-date information and specialist support to help negotiate the ethical, legal and commercial questions they may encounter in China or when working with Chinese businesses, supporting safe and appropriate UK-China collaboration in the digital and technology space. In addition, the Government has introduced Overseas Business Risk guidance that makes it clear to UK businesses the need to consider the risks of exposure to entities that may be providing or developing surveillance technologies. The Government is also working to provide additional guidance for UK Government bodies to help them exclude suppliers where there is sufficient evidence of modern slavery violations in any of their supply chains. We continue to keep our policy position under review, working closely with our international partners.

We welcome the announcement by the US of the imposition of a number of restrictive measures on individuals and an entity in Bosnia and Herzegovina (BiH). Sanctions are an important part of the UK toolkit for the Western Balkans, in response to corruption and destabilising activities. We are actively discussing this issue with partners, including the US. However, it would not be appropriate to speculate about future sanctions targets as to do so could reduce their impact.

The UK is deeply concerned about the situation in Hong Kong and the erosion of rights and freedoms and the high degree of autonomy enshrined in the Sino-British Joint Declaration. The UK has already taken a number of actions in response to developments in Hong Kong. These include introducing a new bespoke immigration path for British Nationals (Overseas) (BNOs), suspending our extradition treaty with Hong Kong indefinitely, and extending our arms embargo on mainland China to Hong Kong.
We will continue to consider designations under the Global Human Rights Sanctions Regulations. It is not appropriate to speculate who may be designated under the sanctions regime in the future. We will continue to stand up for the people of Hong Kong as befits our historic commitment to them, to call out the violation of their rights and freedoms.

The UK shares the concerns outlined by US Secretary of State Blinken in his statements of 27 February and 2 March on the reported atrocities in Ethiopia's Tigray region. The Foreign Secretary discussed the conflict in Tigray with Secretary Blinken on 25 February. The situation in Ethiopia was discussed at a closed session of the UN Security Council on 4 March. The UK has been consistent, alongside the UN and international partners including the US, in calling for the protection of civilians in Ethiopia, respect for human rights and the withdrawal of Eritrean forces. The Foreign Secretary raised the need for independent, international, investigations into allegations of human right abuses and violations when he met with Prime Minister Abiy during his visit to Ethiopia on 22 January.

We look forward to engaging with the new administration on this issue.

The FCDO remains in close contact with the U.S. and other partners regarding the conflict in Nagorno-Karabakh region. We urge all external parties and friends of both states to redouble their efforts in support of an end to hostilities and to refrain from taking actions that risk exacerbating the crisis. A comprehensive resolution of the Nagorno-Karabakh conflict is overdue. That can only be delivered through a negotiated settlement and not through military action. All parties must urgently return to the negotiating table to work toward this aim without preconditions.
