My Lords, I am a trustee of Bolton Lads & Girls Club, where Amir Khan began his amazing boxing career. Amir has recently opened a gym in Bolton in order to put something back into the community. Will the Minister join me in acknowledging and celebrating the role played by individuals such as Amir and the third sector in giving young people the sense of self-worth that comes from sport and outdoor activities?

My Lords, my honourable friend the Minister for Sport has given strong encouragement to boxing, but of course it needs to be conducted in a safe environment. We hope that schools would consult closely the Amateur Boxing Association, for example, before they introduced the sport. So far as its benefits are concerned, in preparing for this Question last night, I read Ricky Hatton’s memoirs, entitled The Hitman. This is what Ricky has to say about his schooldays: "““School was a bit of a dead end for me. I never took an exam in my life and I left Hattersley High School with absolutely no qualifications. There was only one subject I liked, PE. In the back of my mind, I always thought I was going to be a boxer””."
The moral I draw from that is that it is another great contribution from my noble friend Lord Hattersley to the youth of this nation. I am sorry to say that the school itself has since closed, but Ricky Hatton makes a great contribution in the Manchester area to sporting opportunities for young people and, indeed, by encouraging them in education.

My Lords, I thank the noble Lord for that encouraging and surprising Answer. I say that because there has been, as it were, a cold shouldering of boxing over the years, and not just in education. However, it has proved to be quite useful in leading young people from relatively deprived backgrounds into an activity that is disciplined, encourages fitness and can take them away from a path leading towards criminal activities or drug taking, sad instances of which we see almost daily in our newspapers. Will the noble Lord encourage others in the Government to support boxing as an option?

My Lords, I declare an interest as a member of the British Boxing Board of Control. In the past 18 months the number of competitive amateur boxers has doubled to 15,000 and four have already qualified for the Olympic Games. Can yet more money be put in through UK Sport so that we can qualify at all 11 weights when the Games come to London?

My Lords, would my noble friend also consider encouraging schools to ensure that all young women are offered at the age of 12 or 13 the chance to take self-defence classes in the PE curriculum? That is not just to protect themselves against young men who are boxing, but to give them greater self-esteem and capacity for safety on the streets of our cities.

My Lords, my brother, as a doctor, was the manager of the only ever world champion boxer from Australia. He claimed that this boxer was one of the only ones who retired without brain damage because he was very determined to ensure that. Will the Minister emphasise the point about head protection, particularly for young people? In his answer to my noble friend Lady Trumpington, he was not clear whether the guidance available to schools indicates that there should be head protection.

My Lord, the Lord Adonis has been performing disastrously of late. I fear that he is not a role model for anyone at the moment. On safety, my department supports the safe practice guidance developed by the Association for Physical Education as well as the Schools Amateur Boxing Association’s standards scheme, which provides national guidance on the safe delivery of boxing activities. In order to reduce the potential for injury, schools keen to offer boxing are advised to consider the Amateur Boxing Association’s ““Kid Gloves”” scheme, or similar schemes, which focus on the development of non-contact boxing skills.

The Departments for Culture, Media and Sport, and Children, Schools and Families, are working together to deliver the national school sport strategy. The strategy’s current aim is to increase the percentage of five-16 year-olds participating in at least two hours a week of high quality PE and sport at school and, from 2008-09, the percentage of five-19 year-olds participating in at least three further hours a week of sporting opportunities.
As part of the early years foundation stage (EYFS)—a single framework for learning, development and care for children from birth to age five, which will become statutory in all settings from September 2008)—the physical development of babies and young children is one of the six areas of learning and development which practitioners must encourage, through play, and by providing opportunities for physical and recreational activities. Implementation of the EYFS is funded through grants for training and delivery primarily through the free offer for three and four year-olds.
This department has allocated £135.5 million in 2006-07, £150.5 million in 2007-08 and £155.5 million in 2008-09 to deliver the national school sport strategy and its targets. DCMS has allocated £44.75 million annually in 2006-07 and 2007-08 to deliver the strategy. The allocation for 2008-09 is being finalised. This investment has helped us to increase the proportion of children aged five-16 participating in high quality PE and school sport from 62 per cent in 2003-04 to 86 per cent in 2006-07, achieving our target for 2008 of 85 per cent a year early.

The DfES and DCMS share a public service agreement (PSA) target to increase to 85 per cent by 2008 the percentage of five to 16 year-olds who participate in at least two hours high quality physical education (PE) and sport each week, within and beyond the school curriculum. The 2005-06 school sport survey found that overall, 80 per cent of pupils in schools within school sport partnerships—more than 4 million pupils—participated in at least two hours of high quality PE and school sport in a typical week. Copies of the results of the survey have been placed in the Libraries of both Houses.

The 2005-06 national school sport survey found that some 189,000 pupils in schools in school sport partnerships (SSPs) are registered as being gifted and talented because of their ability in physical education or sport. Those with exceptional talent are encouraged to join local sports clubs accredited by the relevant national governing bodies for the sports in question.
As part of the national school sport strategy, £18 million has been set aside from 2004 to 2008 for the School Club Links programme, to encourage and strengthen links between schools and accredited sports clubs. Through this programme, schools are working with the national governing bodies of sport to provide a safe environment for young people to take part in sport beyond school in accredited sports clubs, with access to their facilities and their coaches.
The School Club Links programme is a key work strand within the national school sport strategy. The aim of this work strand is to increase the percentage of five to 16 year-olds from school sport partnership schools who are members of, or participate in, governing body or otherwise accredited sports clubs. Currently, 27 per cent of pupils in partnership schools participate in at least one sports club linked to their school—up from 19 per cent two years ago. The most common club-linked sports are football (78 per cent), cricket (52 per cent), rugby union (46 per cent), dance (40 per cent) and athletics (38 per cent). On average, schools have club links with approximately six sports.
The national school sport strategy aims to increase both the quantity and quality of PE and school sport for all pupils, whatever their particular needs or circumstances. This includes pupils with special needs and those from minority ethnic backgrounds. School sport partnerships are encouraged to target their available resources towards those with special needs or from ethnic minorities.

Currently, 27 per cent of pupils in partnership schools participate in at least one sports club linked to their school—up from 19 per cent two years ago. The most common club-linked sports are football (78 per cent), cricket (52 per cent), rugby union (46 per cent), dance (40 per cent) and athletics (38 per cent). On average, schools have club links with approximately six sports.
The national school sport strategy aims to increase both the quantity and quality of PE and school sport for all pupils, whatever their particular needs or circumstances. This includes pupils with special needs and those from minority ethnic backgrounds. School sport partnerships are encouraged to target their available resources towards those with special needs or from ethnic minorities.

The Government announced their long-term ambition for PE and school sport in December 2004. The main aim is that, by 2010, all children will be offered at least four hours of sport a week. This will comprise two hours of high-quality PE and sport at school, and the opportunity for at least a further two to three hours beyond the school day, delivered by a range of school, community and club providers.
This ambition will be delivered through the network of school sport partnerships set up as part of the national Physical Education, School Sport and Club Links strategy. Further details of the delivery of this ambition will be announced following the outcome of the next Comprehensive Spending Review.
