8: After Clause 5, insert the following new Clause— ““Expulsion (1) Standing orders of the House of Lords may make provision under which the House of Lords may by resolution expel a member of the House of Lords. (2) A person expelled under this section— (a) ceases to be a member of the House of Lords, and (b) shall have a right of appeal against their expulsion. (3) This section shall not apply to any conduct which occurred prior to this Act entering into force.””
