I thank the Minister for that very full reply. I know that there is willingness to pilot such co-operation and co-ordination in some areas, but it is not quite the same as imposing a duty to do so. With that, I shall take this back and think about whether I can take it forward in some way. I beg leave to withdraw the amendment. Amendment 131 withdrawn. Amendment 132 not moved.
