Question: To ask the Secretary of State for Transport, whether his Department permits a haulage firm to employ a part-time transport manager in order for it to qualify for an O licence.

Answer: Mrs. May: To ask the Secretary of State for Transport whether his Department permits a haulage firm to employ a part-time transport manager in order for it to qualify for an `O' licence. [179260] Dr. Howells: The Department is not responsible for approving the employment conditions of transport managers. They are required to have continuous and effective responsibility for the transport operations of a business. It is for the licensing authority, a traffic commissioner, to decide if this requirement is being met.
