To ask the Minister of State, Department for International Development, on how many occasions since May 1997 the Department has been outvoted by qualified majority voting in the Council of Ministers; and if he will list the legislation by year. - No occasion since January 1999 and information for 1997 and 1998 could be obtained only at disproportionate cost.
