Further Education: 16-hour Rule

- What progress they are making in their review of the 16-hour rule which denies young people aged 19 and over in further education access to maintenance or housing benefit if they study for more than 16 hours a week.

My Lords, individuals who are undertaking independent full-time study are considered to be students, and successive governments have taken the view that their financial support is the responsibility of the education system. My department continues to review the rules for people who are claiming housing benefit while studying and working for more than 16 hours a week.
